INTRODUCTION <br />The Forward Inc. Sanitary Landfill consists of Class III and Class <br />II waste management units and is permitted to accept residential, <br />commercial and demolition wastes, as well as specified designated <br />an(i-ft-a—iii'd-ous was es. <br />Due to the growing problem of the illegal dumping of hazard <br />waste at landfills, hazardous waste screening programs are !-:R4 <br />M <br />required by the California Waste Management Board Facilities Perm <br />and the Regional Water Quality Control Board Waste Discharge <br />Requirements. <br />Additionally, the Environmental Protection Agency is adopting new <br />Subtitle D legislation which requires landfills that are not <br />permitted to accept hazardous waste to incorporate screening <br />procedures for hazardous waste exclusion. Subtitle D requires a <br />training program for site personnel and inspectors, random <br />inspection of incoming loads, inspection of suspicious loads, <br />records of any inspections and procedures for notifying the proper <br />authorities if a regulated hazardous waste is discovered at the <br />facility.
