The hazardous waste screening program is divided into three phases; <br />an initial screening at the site entrance, a visual inspection of <br />the waste by the equipment operators as the waste is being handled <br />and random load inspections by trained personnel. <br />Highly visible signs prohibiting the disposal of hazardous <br />waste at the site are posted at the site entrance. <br />When possible, loads are visually inspected at the site <br />entrance. The gate attendant is trained to recognize items <br />that are not accepted at the landfill. A list of unacceptable <br />items is posted in the gate house and is made available to <br />the haulers. <br />If hazardous materials are detected in a load, the gate keeper <br />shall notify the driver that the load contains hazardous <br />materials and that the landfill is prohibited from accepting <br />hazardous waste. <br />Before a vehicle is turned away from the site the following <br />information shall be recorded; the types and quantities of <br />hazardous wastes contained in the load, a vehicle description <br />including the license plate number and the driver's name, <br />address and phone number. This information can be used to <br />identify the hauler if the load is illegally dumped. <br />PHASE II Visual Screening of the Working Face <br />The second phase of screening wastes shall be conducted by the <br />landfill heavy equipment operators. While the site operators <br />are moving and compacting the waste they shall watch for <br />hazardous materials. This is done not only to keep hazardous <br />waste out of the landfill but for their own safety. <br />The equipment operators shall be trained to visually recognize <br />hazardous wastes. They shall also be trained in the proper <br />handling procedures for hazardous wastes. <br />If the operator detects hazardous materials the area shall be <br />isolated immediately with traffic cones or similar devices. The <br />San Joaquin County Department of Environmental Health, (LEA), (209) <br />468-3400 shall be notified immediately. An on-call list of names <br />and phone numbers of the department directors is posted at the site <br />so that if hazardous wastes are found on a weekend or holiday the <br />LEA can be notified. If the LEA determines it to be necessary the <br />Department of Health Services shall be notified. <br />The waste shall remain isolated and undisturbed until the LEA <br />decides on a proper disposal method that is in accordance with <br />State hazardous waste handling procedures. <br />
