If the LEA determines that it is safe, an effort should be made to <br />look for a name, address or phone number on or around the hazardous <br />waste so that the disposer of the hazardous materials can be <br />contacted, educated in proper disposal methods of hazardous wastes <br />and billed for the removal of the wastes. <br />The operator that discovers the wastes shall complete a full report <br />that describes the type and quantity of hazardous waste found, the <br />time and circumstances of the hazardous waste discovery, the <br />isolation measures taken, any information that may identify the <br />origin of the wastes and any other pertinent information. This <br />report shall be completed when the hazardous waste is secured and <br />submitted by the site supervisor to the LEA within 24 hours. <br />The third phase of the hazardous waste screening program is a <br />random load checking program. The load checking shall be conducted <br />by an inspector trained in hazardous waste detection and handling. <br />The selected loads shall be deposited in an isolated area. The <br />hauler's name address and license plate number and the origin of <br />the load shall be logged in the inspection report. The waste shall <br />be windrowed to a height no greater than four feet and inspected <br />using hand tools to sort through the waste thoroughly. <br />It is mandatory that proper protection equipment be worn by the <br />inspector and that the inspector is well educated in emergency <br />procedures for exposure to hazardous wastes. <br />To ensure that all generators are screened for hazardous waste, <br />random loads shall be chosen from each of the major contract <br />haulers and from the smaller haulers. Load checking shall be <br />conducted on a two day per month basis. Different haulers and <br />service areas will be inspected until all haulers and areas have <br />been checked. <br />If hazardous wastes are detected by the inspector the same <br />procedures that are described in phase two for isolating the waste <br />and notifying and reporting to the LEA should be followed. <br />No hazardous waste will be stored at the site for extended periods. <br />The waste will be removed within 72 hours by a licensed hauler and <br />disposed of in a proper location as determined by the LEA. <br />
