Operator provided spill information and contact <br />information. Called complainant: Jamie Beckett (PG&E) at 530-999-1068. Jamie <br />reported that 3 pole-mounted transformers with unknown concentration of <br />polychlorinated biphenyls (PCBs) were downed due to a traffic accident that <br />occurred at 1:30 AM. Two of the three transformers were manufactured in 1945. <br />The third transformer was manufactured in 1957. Per Jamie, this indicates that the <br />transformer oil may have PCBs based on the transformers' age. Approximately 15 <br />gallons mineral oil was spilled onto street, sidewalk, soil, and storm drain. Of the <br />15 gallons, approximately less than one gallon went into the storm drain. PSC <br />hazmat contractor was called to respond and has an ETA of 8:00 AM. Jamie said <br />she was going to report the incident to Cal OES. <br />Called Richard Stifler (City of Stockton Stormwater) 209-993-3274 to report this <br />incident to him. I provided all the information I received from PG&E to him. <br />Richard said he had not been notified by anyone of the spill. Richard asked that I <br />keep him updated on the situation and plan for cleanup. I let him know that I am <br />not certain if I will be responding at that moment since I have not called my <br />supervisor. I told Richard I will call him back after I discuss with the supervisor. <br />Called the on-call lead senior supervisor, Stacy Rivera (EHD) to notify of the spill <br />incident notification. Discussed. <br />Called Richard Stifler and reported to him that I will be going to the spill site at 7:30 <br />AM. Richard stated that he will go to the spill area. He also said that the City of <br />Stockton will be there before and after cleanup but will not be there during to <br />oversee the cleanup as per usual. This is due to the hazmat cleanup involving the <br />use of air respirators. City of Stockton is not trained for air respirators. <br />07/27/2021 Discussed with Lead Senior Elena Manzo.
