Complaint Investigation Summary <br /> Report # 5105 <br />COMPLAINT ID: COGENUJ36 Site Location: IN FRONT OF 1049 S WILSON WAY <br />Activity Summary <br />Activity Date Recorded by <br />07/27/2021 5:39 PM: Received notification from Celia Barajas that they were ready to take the MURO <br />confirmation sample. When I arrived, Celia stated they needed a little more time <br />for the confirmation sample. I waited in the truck. She reported that the inflatable <br />ball plug was installed after traffic control was in place and the storm line was <br />jetted. The surface area was cleaned up with penetone and triple rinse method. All <br />water rinsate was collected. <br />Received call from Bryan Toledo who was onsite. He stated that he talked PSC <br />into cleaning up the diesel spill. <br />Celia called and said they were ready for me to verify cleanup, but they will not be <br />taking a confirmation sample today. PG&E will contract Arcadis to take samples of <br />whole area. <br />My observations of cleanup: <br />Area marked for USA was on the street and sidewalk. <br />Excavated soil depth at PCB oil spill area cleanup was approximately 7 inches <br />deep with an area of 2 x 4 feet. The soil looks like it requires additional cleanup. <br />The diesel spill on the gutter and street edge was adequately cleaned with <br />penetone and triple rinse method all rinsate was collected. The <br />diesel-contaminated soil was removed and adequately cleaned. No oily sheen or <br />odor observed on soil, gutter, or street edge. <br />Dave Larson reported that the storm drain lines were jetted and all rinsate was <br />collected. <br />- The total liquid waste was four 55—gallon drums. One 55-gallon drum was <br />generated with solids. All five drums will go to 4040 West Lane as hazardous <br />waste pending disposal. <br />Asked Celia Barajas that the PCB oil spill site be secured and requested a photo <br />of secured area. <br />8:09 PM - End <br />07/27/2021 Reviewed spill notification; reviewed respirator requirements for site entry. Called <br />Olivia with Cal EPA, 415-243-7750; no answer. Called US EPA duty officer, <br />800-300-2193, spoke with Ramon Albizu, provided spill and PCB sampling details, <br />Ramon requested to let him know if EHD needs any spill clean up assistance. <br />Sent spill notification and PCB sampling result detail to <br />isabella.bencomo@waterboards.ca.gov (State Waterboard). <br />MANZO <br />07/27/2021 Spill updates to M.
