SAN J O A Q U I N Environmental Health Department <br /> COUNTY <br /> INSPECTIONS PRIOR TO FINAL APPROVAL <br /> q ) Verification of accurate vacuum zone programming , including monitored volumes . <br /> r) Leak detector test, after first fuel delivery : Verify the device can detect a leak of 3 gallons per hour at <br /> 10 psi . Verify line volumes are appropriate for the make and model of the installed leak detectors . <br /> s) Monitoring system functionality , after first fuel delivery : Functionality of the monitoring system , must <br /> be verified to ensure it meets the requirements of CCR Title 23 and HSC Chapter 6 . 7 , <br /> 7 , The UST system must be installed in compliance with all of the following : <br /> a . The installed UST system must be compliant with all applicable laws , regulations , and industry <br /> standards . All installation and testing shall be in compliance with manufacturer' s instructions and <br /> CCR 2635 and 2636 . All monitoring system components shall be listed in the State Water <br /> Resources Control Board ' s Local Guidance Letter ( LG ) 113 . <br /> b . All tank pre- installation tests shall be performed according to tank manufacturer instructions . <br /> c . All primary containment including any integral secondary containment system must be certified by <br /> an independent testing organization and labeled as required by the organization ( CCR 2631 ( b) ; <br /> UL , ULC , ANSI , API , ASTM , etc . See CCR Table B for complete list . ) . Pursuant to Underwriters <br /> Laboratories Inc . ( UL) listing requirements , only those products bearing the UL mark will be <br /> considered listed . Any part/product not marked with the UL label or another listed testing <br /> organization will be rejected . <br /> d . All secondary containment system which is not an integral part of the primary containment shall <br /> be designed and constructed according to an engineering specification approved by a state <br /> registered professional engineer or according to a nationally recognized industry code or <br /> engineering standard , per CCR 2631 (d ) . <br /> e . All metal components in direct contact with the ground , such as flexible connectors , swing joints , <br /> fittings , clamps , bands , and pumps , shall have adequate corrosion protection . <br /> f. Install concrete of sufficient thickness over USTs and around sumps and dispensers , according to <br /> the manufacturer' s written installation instructions and approved buoyancy calculations . <br /> g . All tank top openings that are connected to the primary space of the UST must have secondary <br /> containment , audible/visual alarm , and be vapor tight or terminate at grade . <br /> h . Sumps , including UDCs , must be constructed in a manner to prevent vapors from entering the <br /> backfill . <br /> i . All secondary containment must be constructed to prevent water intrusion and must be <br /> continuously monitored as required under HSC 25290 . 1 . <br /> j . All vacuum zone volumes must be accurately programmed and their volumes adequate for their <br /> respective vacuum sensors . Chase piping must be VPH monitored and included in its respective <br /> product piping vacuum monitoring zone . All sensors must be installed to detect a leak at the <br /> earliest opportunity . <br /> k . Overfill prevention shall satisfy CCR 2635 ( c) ( 1 ) , pursuant to the permit application . No flow <br /> restrictors ( ball floats) shall be installed on vent lines , to comply with overfill prevention <br /> requirements ( Code of Federal Regulations , Title 40 , section 280 . 20 ( c) ) <br /> I . Hazardous material or waste cannot be released , intentionally or unintentionally , to the <br /> sewer/septic system , storm water system , or any other waters of the state . If a release occurs , it <br /> will be considered illegal hazardous waste disposal and will be subject to enforcement . <br /> m . No additional shut off valves should be installed between the monitored interstitial spaces <br /> and their respective sensors . <br /> 3 of 4 <br />
