CONTRACTOR REQUIREMENTS: OSHA Paragraph (h) <br />PURPOSE <br />The intent of this element is to establish a screening process so that refrigeration contractors <br />and those whose work may impact the refrigeration system accomplish the desired job tasks <br />involving ammonia without compromising the safety and health of employees at a facility or <br />have a negative impact on neighbors or the environment outside the facility. The contractor <br />must assure that contract employees are trained on performing the job safely, on the hazards <br />related to the job, and on applicable provisions of the emergency action plan. The contractor <br />must also inform facility management on concerning the hazard his work brings to the worksite. <br />PROCEDURE ELEMENTS <br />1. This procedure includes all contractor activities that have the potential for affecting <br />process safety, including, but not limited to, performing maintenance or repair, <br />turnaround, major renovation or specialty work, on or adjacent to ammonia-related <br />processes. <br />Contractors performing incidental services which do not influence process safety, such <br />as janitorial work, food and drink services, laundry, delivery, and other supply services <br />are not included. However, contractors performing construction, demolition, equipment <br />installation, and other work that may affect the safety of a covered process are included. <br />{1910.119(h)(1)} <br />2. Information regarding the contractor’s safety performance and programs must be <br />obtained and evaluated for selection of contractors. {1910.119(h)(2)(i) <br />3. The contractors must be informed, prior to the initiation of the contractors work at the <br />site, of the known potential fire, explosion, or toxic release hazards related to the <br />contractor’s work and the ammonia processes. {1910.119(h)(2)(ii)} <br />4. Contractors must be informed, prior to the initiation of the contractors work at the site, of <br />the applicable provisions of the emergency action plan required by .119(n). <br />{1910.119(h)(2)(iii)} <br />5. Safe work practices to control the entrance, presence and exit of contractors in covered <br />process areas must be developed and implemented. {1910.119(h)(2)(iv)} <br />{1910.119(f)(4)} <br />6. Contractors must be evaluated for their performance in fulfilling their obligations to: <br />{1910.119(h)(2)(v)}
