(ABS Consulting) has been engaged by Leprino Foods Company <br />(Leprino Foods) to perform a CalARP seismic evaluation revalidation for the Ammonia <br />Refrigeration System at the facility located at 2401 N. MacArthur Drive in Tracy, <br />California (Figure 1-1). Leprino Foods is required by the San Joaquin County <br />Environmental Health Department (Administering Agency) to provide a written seismic <br />assessment for its ammonia systems containing State Regulated quantities of ammonia <br />at its Tracy facility to show compliance with requirements of the California Accidental <br />Release Prevention (CalARP) Program (Reference 1). The Tracy facility contains the <br />Regulated Substance (RS) ammonia (NH3) above the threshold of 500 pounds set by <br />CalARP. Ammonia is present in vessels and piping associated with the refrigeration <br />process conducted at the facility. This facility produces cheese and uses this cooling <br />system to keep the product cold. The NAICS number for this type of facility is 311513; <br />“Cheese Manufacturing.” <br />1.1 Purpose of the Study <br />A California Accidental Release Prevention (CalARP) seismic evaluation was conducted <br />for the ammonia refrigeration system at the Tracy Facility. The purpose of the seismic <br />evaluation is to assess seismic adequacy of the tanks and equipment covered under <br />CalARP regulations. The CalARP seismic assessment requirements are defined in <br />Reference 1 and 2 and include the following: <br />1. Derive the ground shaking hazard for the site. <br />2. Assess other seismic induced hazards for the site such as liquefaction, tsunami, <br />land slide and ground rupture. <br />3. Conduct a walkdown of the facility to identify potential seismic vulnerabilities. <br />4. Perform a quantitative or qualitative evaluation of the seismic ruggedness of <br />items that appear from the walkdown to be the most vulnerable.
