Complaint Investigation Summary Report #: 5105 COMPLAINT ID: COY002SVC Site Location: 3401 S WHISKEY SLOUGH RD, STOCKTON CA Activity Summary Activity Date Recorded by 03/07/2023 Received spill report regarding a single -vehicle that entered the Whiskey Slough. SAETERN Phoned Luke Leoconn of the San Joaquin County Sherriff Department, 209-423-2603, left a voicemail. Phoned Fish & Wildlife, 916-385-1312, was put on hold. Phoned Fish & Wildlife Dispatch 916-358-1300, spoke to Ted (Badge#15), who stated that they had received the spill report and have dispatched a response team. Requested contact information, per Ted, he cannot disclose that information. Updated E. Manzo. Phoned San Joaquin County Sherriff Department, 209-468-4421, dispatcher forwarded to Deputy Boyd, who stated the incident had occurred at 6:40 AM. Subjects were located around 8:00 A.M. The sheriff department are assisting CHP with locating the vehicle in the water. Approximately, 20ft of sheen can be observed, they had informed CHP that clean-up will need to be conducted immediately. Per Deputy Boyd, CHP are in the process of getting a team together possibly coming from Sacramento. As of now, no estimate time of arrival. Currently, CHP and the Sheriff Department have vacated the scene. Coast Guard have been notified and will not be responding according to Deputy Boyd. Vehicle is still submerged. Address for location is 3401 South Whiskey Slough Road, Stockton, CA 95234, vehicle is 300 ft west of the address location. Phoned CHP, spoke to Amanda Young, dispatcher, who stated that Fish & Wildlife have been notified and their "DART" team have been dispatched to the location. CHP is in the process of getting a clean-up company. Per Young, CHP and Sheriff Department have all vacant the scene. Informed her to keep EHD updated on when clean-up is to proceed. Updated E Manzo. Phoned CalTRAN 209-948-7543, spoke to David Gower who stated he did not received a Cal OES notification. Forwarded the Cal OES notification email to David.gower@dot.ca.gov . Per David, he will investigate the situation. Requested to be updated on their decision to go out. Per David, they should be heading out to investigate. Updated E Manzo Phoned Fish & Wildlife, 916-385-1312, who forwarded to dispatch of the seal team. Spoke to Kelly Avilla, who stated all that she know car is an old Toyota that went into the water. The car have sunk to the bottom and cannot be scene. A toll truck will be there to remove the car. The closest warden is in Mendocino. Per Kelly, she will reach out to a team and advise them to reach out if they head to the scene and provide photos. Received phone call from CHP 209-943-8633, stating a team is in route to the site. Estimated time of arrival is 17:00 (5:00 PM). Returned phone call but cannot connect.
