Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COY002SVC Site Location: 3401 S WHISKEY SLOUGH RD, STOCKTON CA <br />Activity Summary <br />Activity Date Recorded by <br />03/07/2023 Received spill report regarding a single -vehicle that entered the Whiskey Slough. SAETERN <br />Phoned Luke Leoconn of the San Joaquin County Sherriff Department, <br />209-423-2603, left a voicemail. <br />Phoned Fish & Wildlife, 916-385-1312, was put on hold. Phoned Fish & Wildlife <br />Dispatch 916-358-1300, spoke to Ted (Badge#15), who stated that they had <br />received the spill report and have dispatched a response team. Requested contact <br />information, per Ted, he cannot disclose that information. <br />Updated E. Manzo. <br />Phoned San Joaquin County Sherriff Department, 209-468-4421, dispatcher <br />forwarded to Deputy Boyd, who stated the incident had occurred at 6:40 AM. <br />Subjects were located around 8:00 A.M. The sheriff department are assisting CHP <br />with locating the vehicle in the water. Approximately, 20ft of sheen can be <br />observed, they had informed CHP that clean-up will need to be conducted <br />immediately. Per Deputy Boyd, CHP are in the process of getting a team together <br />possibly coming from Sacramento. As of now, no estimate time of arrival. <br />Currently, CHP and the Sheriff Department have vacated the scene. Coast Guard <br />have been notified and will not be responding according to Deputy Boyd. Vehicle <br />is still submerged. Address for location is 3401 South Whiskey Slough Road, <br />Stockton, CA 95234, vehicle is 300 ft west of the address location. <br />Phoned CHP, spoke to Amanda Young, dispatcher, who stated that Fish & Wildlife <br />have been notified and their "DART" team have been dispatched to the location. <br />CHP is in the process of getting a clean-up company. Per Young, CHP and <br />Sheriff Department have all vacant the scene. Informed her to keep EHD updated <br />on when clean-up is to proceed. <br />Updated E Manzo. <br />Phoned CalTRAN 209-948-7543, spoke to David Gower who stated he did not <br />received a Cal OES notification. Forwarded the Cal OES notification email to <br />David.gower@dot.ca.gov . Per David, he will investigate the situation. Requested <br />to be updated on their decision to go out. Per David, they should be heading out to <br />investigate. <br />Updated E Manzo <br />Phoned Fish & Wildlife, 916-385-1312, who forwarded to dispatch of the seal <br />team. Spoke to Kelly Avilla, who stated all that she know car is an old Toyota that <br />went into the water. The car have sunk to the bottom and cannot be scene. A toll <br />truck will be there to remove the car. The closest warden is in Mendocino. Per <br />Kelly, she will reach out to a team and advise them to reach out if they head to the <br />scene and provide photos. <br />Received phone call from CHP 209-943-8633, stating a team is in route to the site. <br />Estimated time of arrival is 17:00 (5:00 PM). Returned phone call but cannot <br />connect. <br />Generated complaint and generated PROP 65 <br />Received phone call from Andrew Taylor, geologist for Fish & Wildlife <br />530-768-4767, who stated he is heading to the site to get eyes on it for the <br />warden.
