4 Environmental Analysis <br /> 4.1 Aesthetics <br /> 4.1.3 Regulatory Setting <br /> 4.1.3.1 Federal <br /> National Scenic Byways Program <br /> The National Scenic Byways Program, a part of the Federal Highway Administration, recognizes, <br /> preserves, and enhances selected roads throughout the U.S. as All-American Roads or National <br /> Scenic Byways based on one or more archaeological, cultural, historic, natural, recreational, and <br /> scenic qualities. There are no officially designated National Scenic Byways in the vicinity of the <br /> Project site (Caltrans 2022; FHWA 2022). <br /> 4.1.3.2 State <br /> Caltrans Scenic Highway Program <br /> State scenic highways are those that are either officially designated as state scenic highways by <br /> Caltrans or are eligible for such designation. The scenic designation is based on the amount of <br /> natural landscape visible by motorists, the scenic quality of the landscape, and the extent to which <br /> development intrudes on the motorist's enjoyment of the view. 1-580 is an officially designated <br /> state scenic highway from south of the 1-205 interchange to State Route 152 and is eligible state <br /> scenic highway from west of the 1-205 interchange to the city of San Leandro (Caltrans 2022). As <br /> discussed in Section 4.1.5, Impact Analysis, due to terrain and structures, the Project is either not <br /> visible or barely visible from 1-580. <br /> 4.1.3.3 Local <br /> San Joaquin County <br /> Natural and Cultural Resources Element <br /> Scenic Resources <br /> Goal NCR-7: To protect and enhance the unique scenic features of San Joaquin County. <br /> Policies: <br /> NCR-7.1: Scenic Roadways. The County shall protect the visual character of designated <br /> scenic roadways. <br /> NCR-7.2: Views from Public Lands and Roadways. The County shall ensure that views of <br /> waterways, hilltops, and oak groves from public land and public roadways are protected and <br /> public access is provided to them whenever possible. <br /> NCR-7.3:Designate Scenic Routes. The County shall preserve scenic views from roadways <br /> by designating scenic routes based on the following criteria: <br /> oo Leads to a recreational area; <br /> oo Provides a representative sampling of the scenic diversity within the County; <br /> oo Exhibits unusual natural or humanmade features of interest; <br /> oo Provides opportunities to view activities outside the normal routine of most people; <br /> Griffith Energy Storage Project 4.1-19 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
