4 Environmental Analysis <br /> 4.1 Aesthetics <br /> oo Provides a route for people to view the Delta waterways; and <br /> oo Links two scenic routes or connects with scenic routes of cities or other counties. <br /> NCR-7.4: Visually Complementary Development. The County shall require new <br /> development adjacent to scenic resources to be sited and designed to visually complement <br /> those resources, except in MR-Z designated areas. <br /> NCR-7.5: Require Landscape Plans. The County shall require landscape plans for new <br /> development along State- or County-designated scenic routes. <br /> NCR-7.6:Preservation of Ridgelines and Hill Tops. The County shall ensure that ridgelines <br /> and major hill tops remain undeveloped. <br /> NCR-7.7: Reducing Light Pollution. The County shall encourage project designs, lighting <br /> configurations, and operational practices that reduce light pollution and preserve views of the <br /> night sky. <br /> NCR-7.8: Underground Utility Lines. The County shall require all new electric and <br /> communication distribution facilities adjacent to scenic routes to be placed underground, <br /> whenever feasible. Where overhead utility lines are unavoidable, every effort should be made <br /> to reduce the visual impact through elements of design. <br /> Goal LU-3:Preserve and enhance the character and scale of San Joaquin County's communities <br /> and rural areas, including their architectural heritage and historic character. <br /> Policies: <br /> LU-3.1: Contextual and Compatible Design. The County shall ensure that new <br /> development respects San Joaquin County's heritage by requiring that new development <br /> respond to its context, be compatible with the traditions and character of each community, <br /> and develop in an orderly fashion which is compatible with the scale of surrounding structures. <br /> LU-3.3: Transitions in Scale. The County shall encourage a balance of the scale and <br /> massing of new development to the physical and visual character of adjoining uses to provide <br /> appropriate transitions in building height and bulk that are sensitive to the physical and visual <br /> character of adjoining neighborhoods. <br /> LU-3.10: Visual Access. The County shall encourage new development to maintain views of <br /> hillsides, creeks, and other distinctive natural areas by regulating building orientation, height, <br /> and bulk. <br /> Alameda County <br /> Alameda County General Plan <br /> Scenic Route Element <br /> The Scenic Route Element of the Alameda County General Plan (1966, amended 1994) provides <br /> a continuous, County-wide scenic route system and is intended to serve as a guide for local <br /> jurisdictions for development of city-scale scenic route systems and as a guide for development <br /> to protect and enhance the scenic values along designated scenic routes(Alameda County 1966). <br /> Griffith Energy Storage Project 4.1-20 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
