4 Environmental Analysis <br /> 4.3 Air Quality <br /> The SJCOG has prepared and adopted the 2018 Regional Transportation Plan and Sustainable <br /> Communities Strategy (RTP/SCS) for the region (SJCOG 2018). The planning horizon is 2046 <br /> and the plan is updated every 4 years. The SJCOG is in the process of preparing for the 2022 <br /> RTP/SCS. A Notice of Availability of a Draft Programmatic Environmental Impact Report for the <br /> 2022 RTP/SCS was issued on June 24, 2022 (SJCOG 2022). The SJCOG Board voted to adopt <br /> the 2022 RTP/SCS on August 25, 2022. <br /> Bay Area Air Quality Management District <br /> The Bay Area Air Quality Management District (BAAQMD) manages air quality within Alameda <br /> County. The BAAQMD adopts and enforces controls on stationary sources of air pollutants <br /> through its permit and inspection programs. The BAAQMD develops regulations to improve air <br /> quality and protect the health and welfare of Alameda County residents and their environment. <br /> The district also monitors air quality, prepares clean air plans, responds to citizen complaints <br /> concerning air quality, and regulates agricultural burning. <br /> BAAQMD regulations include permit requirements, emissions limits for specific source categories, <br /> requirements for open burning, and air toxics control measures for several source categories, <br /> including stationary compression ignition engines. There are no stationary sources proposed for <br /> the Project. <br /> The BAAQMD regulates nuisance conditions in Rule 200, which states that: <br /> No person shall discharge from any non-vehicular source such quantities of air <br /> contaminants or other material which cause injury, detriment, nuisance, or <br /> annoyance to any considerable number of persons or to the public or which <br /> endanger the comfort, repose, health or safety of any such persons or the public <br /> or which cause or have a natural tendency to cause injury or damage to business <br /> or property. <br /> No other BAAQMD rules are applicable to the Project. <br /> 2017 Clean Air Plan <br /> The clean air strategy of the BAAQMD includes preparing regional air quality plans, writing and <br /> enforcing regulations concerning sources of air pollution, issuing permits and inspecting stationary <br /> sources, responding to citizen complaints, monitoring air quality and meteorological conditions, <br /> awarding grants, and assisting local governments in addressing climate change (BAAQMD <br /> 2017a). The most recent air quality plan adopted by the BAAQMD, titled Bay Area 2017 Clean <br /> Air Plan: Spare the Air, Cool the Climate (Clean Air Plan; BAAQMD 2017b), is the applicable air <br /> quality plan for projects in Alameda County. The 2017 Clean Air Plan provides an integrated, <br /> multipollutant control strategy to reduce emissions of 03, particulates, air toxics, and greenhouse <br /> gases (GHG). In addition to the regional Clean Air Plan, Alameda County has adopted a local <br /> climate action plan to reduce GHG emissions (Alameda County 2014). <br /> The BAAQMD is responsible for preparing plans to attain ambient air quality standards in the <br /> SFBAAB. The BAAQMD prepares ozone attainment plans for the national ozone standard and <br /> clean air plans for the California standard, both in coordination with the Metropolitan <br /> Transportation Commission (MTC) and the Association of Bay Area Governments (ABAG). <br /> Griffith Energy Storage Project 4.3-12 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
