4 Environmental Analysis <br /> 4.3 Air Quality <br /> The 2017 Clean Air Plan addresses nonattainment of the federal and state ozone standards in <br /> the SFBAAB, nonattainment of federal and state PM10 standards, and nonattainment of the state <br /> PM2.5 standard. The 2017 control strategy fulfills the state's ozone planning requirements, <br /> including all feasible measures to reduce emissions of ozone precursors (e.g., ROGs and NOx) <br /> and reduce transport of ozone and its precursors to neighboring air basins. In addition, the Clean <br /> Air Plan builds on and enhances the air district's efforts to reduce emissions of fine particulate <br /> matter and toxic air contaminants. <br /> The 2017 Clean Air Plan establishes a program of rules and regulations directed at reducing air <br /> pollutant emissions and achieving California and national air quality standards. The plan's <br /> pollutant control strategies are based on the latest scientific and technical information and <br /> planning assumptions, updated emission inventory methodologies for various source categories, <br /> and the latest population growth projections and vehicle miles traveled (VMT) projections for the <br /> region. The 2017 Clean Air Plan defines a control strategy that the BAAQMD and its partners will <br /> implement to: <br /> 1. Reduce emissions and decrease ambient concentrations of harmful pollutants; <br /> 2. Safeguard public health by reducing exposure to air pollutants that pose the greatest <br /> health risk, with an emphasis on protecting the communities most heavily impacted by <br /> air pollution; and <br /> 3. Reduce GHG emissions to protect the climate. <br /> In addition to updating the previously prepared ozone plan, the 2017 Clean Air Plan also serves <br /> as a multipollutant plan to protect public health and the climate. In its dual role as an update to <br /> the state ozone plan and a multipollutant plan, the 2017 Clean Air Plan addresses four categories <br /> of pollutants (BAAQMD 2017b): <br /> oo Ground-level ozone and its key precursors, ROG and NOx; <br /> oo Particulate matter: primary PM2.5, as well as precursors to secondary PM2.5; <br /> oo Air toxics (e.g., TACs); and <br /> oo GHGs. <br /> The 2017 Clean Air Plan includes local guidance for the state implementation plan (SIP), which <br /> includes the framework for air quality basins to achieve attainment of the state and federal ambient <br /> air quality standards. <br /> One of the 2050 goals of the Clean Air Plan is to develop and deploy strategies for onsite battery <br /> storage. The Project will help the BAAQMD to meet this goal. <br /> Regulations and Rules <br /> The following BAAQMD regulation and rule would be applicable to the Project: <br /> Regulation 6, Rule 6, Prohibition of Trackout: This regulation prohibits the trackout from any active <br /> exit of a large construction or disturbed surface site onto an adjacent paved public roadway or <br /> shoulder of a paved public roadway that exceeds cumulative 25 linear feet and creates fugitive <br /> dust/visible emissions without cleaning up the trackout within 4 hours of when the owner/operator <br /> identifies excessive trackout.
