4 Environmental Analysis
4.3 Air Quality
an adjacent paved public roadway or the paved shoulder of a paved public roadway at the end of
any workday. This rule applies to construction sites larger than 1 acre and applies to the Project
during Project construction.
4.3.3 Regional and Local Air Quality Conditions
4.3.3.1 San Joaquin Valley Air Basin Attainment Status
In an effort to protect human health and welfare, the CARB and USEPA have established ambient
air quality standards. Areas are considered in "attainment" if standards are met and
"nonattainment" if they are not met. For ozone, nonattainment status is further classified as
marginal, moderate, serious, severe, or extreme.
At the federal level, the SJVAB is designated as an "extreme" nonattainment area for the 8-hour
ozone standard, nonattainment for PM2.5, and a maintenance area for PM,o. At the state level, the
SJVAB is designated as a "severe" nonattainment area for 1-hour ozone standard, nonattainment
for the 8-hour ozone standard, and nonattainment for both the PM,o and PM2.5 standards. The
attainment classifications for the criteria pollutants are presented in Table 4.3-2.
Table 4.3-2. Finally, for CO, the Stockton Hazleton Street monitoring station
is the closest, located approximately 23 miles northeast of the proposed Project.
