This rule applies to construction sites larger than 1 acre and applies to the Project <br /> during Project construction. <br /> 4.3.3 Regional and Local Air Quality Conditions <br /> 4.3.3.1 San Joaquin Valley Air Basin Attainment Status <br /> In an effort to protect human health and welfare, the CARB and USEPA have established ambient <br /> air quality standards. Areas are considered in "attainment" if standards are met and <br /> "nonattainment" if they are not met. For ozone, nonattainment status is further classified as <br /> marginal, moderate, serious, severe, or extreme. <br /> At the federal level, the SJVAB is designated as an "extreme" nonattainment area for the 8-hour <br /> ozone standard, nonattainment for PM2.5, and a maintenance area for PM,o. At the state level, the <br /> SJVAB is designated as a "severe" nonattainment area for 1-hour ozone standard, nonattainment <br /> for the 8-hour ozone standard, and nonattainment for both the PM,o and PM2.5 standards. Finally, for CO, the Stockton Hazleton Street monitoring station <br /> is the closest, located approximately 23 miles northeast of the proposed Project.
