4 Environmental Analysis <br /> 4.3 Air Quality <br /> would require one or two workers in a light utility truck to visit the facility on a weekly basis. <br /> Typically, one major maintenance inspection would take place annually. <br /> Emissions from Project operations were estimated using CalEEMod. Based on available <br /> information, the operational year 2025 was used for estimating emissions for the following sources <br /> in CalEEMod: <br /> oo Mobile sources: Mobile sources would include motor vehicles (i.e., pickup trucks or light <br /> duty trucks) traveling to and from the site for infrequent maintenance. Based on <br /> conservative estimates, the Project is anticipated to have up to 130 round trips per year, <br /> accounting for regular operation with two full-time-equivalent staff and maintenance <br /> activities. <br /> oo Area sources: No hearths, consumer products, or architectural coating would be needed <br /> for facility operation. Occasional use of landscape equipment may be needed. <br /> oo Energy use: No emissions are expected from onsite energy use during operation. <br /> Electricity used onsite would be supplied from the onsite batteries. <br /> oo Water and wastewater: Up to 1 acre-foot(325,851 gallons)of water may be used for O&M, <br /> including panel washing. <br /> oo Solid waste: The facility would not have operations or emissions associated with solid <br /> waste. <br /> 0o Stationary sources: The facility would not have operations or emissions associated with <br /> stationary sources, such as emergency generators, fire pumps, or boilers. <br /> 4.3.5 Thresholds of Significance <br /> 4.3.5.1 California Environmental Quality Act Guidelines <br /> The State of California has developed guidelines to address the significance of air quality impacts <br /> based on Appendix G of the CEQA Guidelines, which indicates that a project has significant air <br /> quality impact if the following occurs: <br /> 1. Conflict with or obstruct implementation of the applicable air quality plan; <br /> 2. Result in a cumulatively considerable net increase of any criteria pollutant for <br /> which the project region is nonattainment under an applicable federal or state <br /> ambient air quality standard; <br /> 3. Expose sensitive receptors to substantial pollutant concentrations; and <br /> 4. Result in other emissions (such as those leading to odors) adversely affecting a <br /> substantial number of people. <br /> Under CEQA, Project proponents are required to identify any significant environmental impacts <br /> that would occur as a result of their actions.
