4 Environmental Analysis <br /> 4.3 Air Quality <br /> 4.3.5.2 San Joaquin Valley Air Pollution Control District <br /> In addition to the air quality criteria above, the SJVAPCD's Guidance for Assessing and Mitigating <br /> Air Quality includes one additional criterion as follows: <br /> 5. Would the project violate any air quality standard or contribute substantially to an existing <br /> or projected air quality violation? <br /> The Guidance for Assessing and Mitigating Air Quality Impacts has established emissions-based <br /> thresholds of significance for criteria pollutants (SJVAPCD 2015a), which are shown in Table 4.3- <br /> 6. The SJVAPCD has established significance thresholds for construction emissions and <br /> operational permitted and non-permitted equipment and activities, and it recommends evaluating <br /> impact significance for these categories separately. These thresholds of significance are based <br /> on a calendar-year basis, although construction emissions are assessed on a rolling 12-month <br /> period. A segment of the gen-tie line (less than 0.25 mile) is located in Alameda County. This <br /> segment of the gen-tie line will also be compared to the SJVAPCD's significance thresholds as <br /> these are more stringent than the Bay Area Air Quality Management District's (BAAQMD) <br /> significance thresholds, with the exception of PM2.5. The BAAQMD construction significance <br /> threshold of 10 tons per year will be used for PM2.5. <br /> Table 4.3-6. If neither of the following criteria are met at <br /> any of the intersections affected by the project, the project would result in no potential to create a <br /> violation of the CO standard: <br /> oo A traffic study for the Project indicates that the level of service (LOS) on one or more <br /> streets or at one or more intersections in the Project vicinity will be reduced to LOS E or <br /> F. <br /> oo A traffic study indicates that the Project will substantially worsen an already existing LOS <br /> F on one or more streets or at more intersections in the Project vicinity. <br /> An LOS E Roadway is characterized by unstable traffic flow at or near capacity levels with poor <br /> levels of comfort and convenience. An LOS F Roadway is characterized by forced traffic flow in <br /> which the amount of traffic approaching a point exceeds the amount that can be served.
