4 Environmental Analysis <br /> 4.5 Cultural Resources <br /> In 1872, Reinhold Haera, a German immigrant and relative of Franz Haera, was granted 160 <br /> acres of land near Midway (within the Project area, see Section 4.3). The 1880 census for <br /> Alameda County lists Reinhold Haera's age at 36 years, his occupation as a farmer, and wife <br /> Mary Haera (age 30), daughters Mary J. (age 9), Katie (age 5), and Lizzie (age 1), and son Albert <br /> (age 3) (U.S. Census Bureau 1880). In the 1880s, Reinhold served as the postmaster for Midway. <br /> He died in 1926 in Oakland, California (Ancestry 2022). <br /> In 1883, Franz and Reinhold Haera and Michael MulQueeney petitioned to construct the Midway <br /> Public School. The school was originally built on either the MulQueeney Ranch or Haera Ranch <br /> near the intersection of Patterson Pass Road and Midway Road (Shazo 2018). The Midway <br /> school house had 16 students in 1878 (Thompson and West 1878:161). The Midway Public <br /> School was in use from 1883 to 1946 and the building was eventually moved to the MulQueeney <br /> ranch property(1 mile southwest from the Project area)to protect it from vandalism (Shazo 2018). <br /> In 1902, John MulQueeney (son of Michael MulQueeney), Cecilia Haera, and Reinhold Haera <br /> petitioned the Board of Supervisors to save their homes from the Southern Pacific Company that <br /> laid a claim to a right-of-way (ROW) of 400 feet, encompassing the entire town of Midway (The <br /> San Francisco Call 1902). By the early 1900s, ranching and farming were the main economic <br /> industry in Midway and the rural neighborhood consisted of approximately 30 residents (Shazo <br /> 2018). <br /> Previously recorded site P-01-010500, recorded as the Haera-Brockman-Griffith Ranch complex, <br /> is adjacent(west) of the Project area. The Haera-Brockman family cemetery (previously recorded <br /> as site P-01-010498) is located 0.5 mile northwest of the Project area. The Midway Public School <br /> is previously recorded as site P-01-012147 and is approximately 1 mile southwest of the Project <br /> area. No additional historic information was available for the Haera or MulQueeney families <br /> through census sources, historical newspaper articles, or other online sources. <br /> The Standard Oil Company constructed an oil pipeline from Bakersfield to the Midway Station in <br /> 1910, and the station included several tanks. During this time, the economic use of the land began <br /> to shift to include energy production. <br /> Electrical power distribution was an important factor in the development of California's industries <br /> and public utilities. The Tesla electrical substation and adjacent Butler Building (P-01-010502) <br /> were built during the late 1940s and are west of the Project area. The substation is a critical power <br /> source for both the greater Bay Area and San Joaquin County. As of 2018, the substation was <br /> connected to the bulk power system via five 500-kilovolt (kV) lines, fourteen 230-kV lines, three <br /> 500/230-kV transformers, and two 230/115-kV transformers (PG&E 2018). PG&E's Tracy-Tesla <br /> 230-kV overhead transmission line (P-01-011395)was built between 1949 and 1953 and is west <br /> of the Project area. The Pittsburg-Tesla 230-kV overhead transmission line (P-01-010947) <br /> extends 31 miles from the Tesla substation to the Pittsburg substation and is west of the Project. <br /> As part of the Pacific Northwest-Pacific Southwest Intertie, high-voltage, electrical transmission <br /> lines, the Vaca Dixon-Tesla and Table Mountain Tesla 500-kV, high-voltage, overhead <br /> transmission line (P-01-10499) was constructed from the late 1960s to the early 1970s and is <br /> west of the Project area.
