4 Environmental Analysis <br /> 4.6 Energy <br /> investments for up to an aggregate 500 MW (i.e., 166.6 MW each) of distributed energy storage <br /> systems, above and beyond the 1,325 MW target for energy storage (CPUC 2021 b). <br /> Energy Efficient Building Standards <br /> The Energy Efficiency Standards for Residential and Nonresidential Buildings specified in Title 24, <br /> Part 6 of the California Code of Regulations include requirements for nonresidential building <br /> lighting, insulation, ventilation, and mechanical systems (CEC 2018). Its provisions would be <br /> relevant to the Project's proposed operations and maintenance (O&M) building. <br /> The California Green Building Standards Code (CALGreen, Title 24, Part 11) is a statewide <br /> regulatory code for all buildings. CALGreen is intended to encourage more sustainable and <br /> environmentally friendly building practices, require use of low-pollution emitting substances that <br /> cause less harm to the environment, conserve natural resources, and promote the use of energy <br /> efficient materials and equipment (CBSC 2019). <br /> 4.6.3 Impact Analysis Methodology <br /> Construction and operational energy use were calculated using on-road vehicle trips and <br /> distances and the off-road equipment use as described in Section 4.3, Air Quality. Fuel <br /> consumption factors, in terms of gallons of diesel and gasoline per mile of travel, were calculated <br /> by converting the total carbon dioxide (CO2) emissions to fuel gallons using conversion factors for <br /> CO2 to gallons of diesel and/or gallons of gasoline. The conversion factor for diesel is 10.21 <br /> kilograms CO2 per gallon and the conversion factor for gasoline is 19.2 kilograms CO2 per gallon <br /> (The Climate Registry 2022). <br /> 4.6.4 Thresholds of significance <br /> A project would result in significant impacts to energy resources if it would: <br /> a) Result in potentially significant environmental impact due to wasteful, inefficient, or <br /> unnecessary consumption of energy resources, during project construction or operation; <br /> or <br /> b) Conflict with or obstruct a state or local plan for renewable energy or energy efficiency. <br /> The 2022 California Environmental Quality Act (CEQA) Guidelines Appendix F, Energy <br /> Conservation, provides guidance for EIRs regarding potential energy impacts of proposed <br /> projects, with a particular emphasis on avoiding or reducing the inefficient, wasteful, and <br /> unnecessary consumption of energy and increasing resilience on renewable energy sources. In <br /> addition,though not described as thresholds for determining the significance of impacts,Appendix <br /> F seeks inclusion of information in an EIR addressing the following topics: <br /> • The project's energy requirements and its energy use efficiencies by amount and fuel type <br /> for each stage of the project, including construction, operation, maintenance, and/or <br /> removal.
