4 Environmental Analysis <br /> 4.6 Energy <br /> Operations <br /> The Project would assist the State of California in achieving or exceeding its RPS and GHG <br /> emissions reduction objectives by developing and constructing a new California BESS to store <br /> renewable energy, which also would help in achieving or exceeding its energy storage mandates. <br /> Net consumption of electricity associated with efficiency loss of equipment would be negligible <br /> during operation of the Project. <br /> Fuel consumption from operations is expected to be minimal, as the facility would be unstaffed <br /> and would require minimal vehicle usage for O&M. The Project would emit 13.6 metric tons of <br /> CO2 (13,600 kilograms) annually during operations, as calculated in the Air Quality and <br /> Greenhouse Gas Technical Report for the Project, included as Appendix D to this EIR. Assuming <br /> operational CO2 would primarily be emitted from worker vehicles, 13.6 metric tons of CO2 equates <br /> to 708 gallons of gasoline consumption, using the 19.2 kilograms per gallon conversion factor <br /> (The Climate Registry 2022). As a battery storage project that absorbs energy during periods of <br /> increased energy production and releases energy during peak demands for energy, the Project <br /> would have a positive effect on the peak and base period system demands for electricity. <br /> As described above, the activities associated with construction of the Project are conservatively <br /> estimated to consume a total of 225,924 gallons of diesel fuel annually during construction. Fuel <br /> used during operations is calculated to be 708 gallons of gasoline per year). By comparison, the <br /> amount of petroleum consumed in the state of California was 13.8 billion gallons of gasoline and <br /> 1.6 billion gallons of diesel in 2021 (CEC 2022b). As a result, the proposed Project would not <br /> result in potentially significant environmental impact due to wasteful, inefficient, or unnecessary <br /> consumption of energy resources during Project construction or operation. <br /> Mitigation: None required. <br /> IMPACT 4.6-2: Would the project conflict with or obstruct a state or local plan for renewable <br /> energy or energy efficiency? (No Impact) <br /> The proposed Project would assist the State of California in achieving or exceeding its RPS and <br /> GHG emissions reduction objectives by developing and constructing a new California BESS to <br /> store renewable energy, which would also help the state in achieving or exceeding its energy <br /> storage mandates. As an energy storage facility, the Project would be consistent with the Clean <br /> Air Plan Energy Control Measure EN 1, Decarbonize Electricity Production, which supports local <br /> renewable energy programs and strives to maximize the amount of renewable energy produced <br /> and used for electricity in the Bay Area (BAAQMD 2017). The Project would not conflict or obstruct <br /> with a state or local plan for renewable energy or energy efficiency. <br /> Mitigation: None required. <br /> 4.6.6 PG&E Tesla Substation Improvements and Gen-tie <br /> To accommodate the Project, PG&E would be responsible for siting, design, and construction of <br /> the gen-tie line from the point of change of ownership (POCO) to its substation. Two options are <br /> available for the gen-tie line route from this point. The first option would be to connect via an <br /> aboveground line from the POCO to a point on the west side of the southwestern boundary of the <br /> substation.
