4 Environmental Analysis <br /> 4.9 Hazards and Hazardous Materials <br /> IMPACT 4.9-4: Would the project be located on a site which is included on a list of hazardous <br /> materials sites compiled pursuant to Government Code Section 65962.5 and, as a result, would <br /> it create a significant hazard to the public or the environment? (No Impact) <br /> The Project is not located on a site included on a list of hazardous materials sites pursuant to <br /> Government Code Section 65962.5. As described in Section 4.9.1.1 above, there are two LUST <br /> sites within 1 mile of the Project site; however, both sites are listed as "Completed—Case Closed." <br /> There are also two Cleanup Program sites located approximately 0.8 mile and 1.1 miles north of <br /> the Project site. Both sites are also listed as "Completed—Case Closed." The closest open case <br /> in the GeoTracker database is a LUST Cleanup site located approximately 2.3 miles northwest of <br /> the Project site. However, the Project site is not located on a site included in the GeoTracker <br /> database. <br /> The Project site is not located on a site included in the EnviroStor database. The closest <br /> EnviroStor site or facility to the Project site as listed in this database is an active federal Superfund <br /> site located approximately 3.5 miles to the south (DTSC 2022). <br /> Accordingly,the Project site is not located on a site that is included on a list of hazardous materials <br /> sites compiled pursuant to Government Code Section 65962.5. As a result, there would be no <br /> impact. <br /> Mitigation: None required. <br /> IMPACT 4.9-5: For a project located within an airport land use plan, or where such a plan has not <br /> been adopted, within two miles of a public airport or public use airport, would the project result in <br /> a safety hazard or excessive noise for people residing or working in the project area?(No Impact) <br /> The closest airport to the Project site is the Tracy Municipal Airport, located approximately 6 miles <br /> southeast of the Project site. The Project is not located within any airport land use plan, including <br /> for Tracy Municipal Airport. Therefore, the Project is not part of any airport land use plan and <br /> would not interfere with airport operations or result in a safety hazard for people residing or <br /> working in the area. <br /> Mitigation: None required. <br /> IMPACT 4.9-6: Would the project impair implementation of or physically interfere with an adopted <br /> emergency plan? (No Impact) <br /> The Project would not impair implementation of or physically interfere with the San Joaquin <br /> County LHMP coordinated by the San Joaquin County Office of Emergency Services, nor with <br /> the Alameda County LHMP coordinated by the Alameda County Office of Emergency Services, <br /> for the portion of the gen-tie line to be constructed by the Applicant from the battery energy storage <br /> facility to the POCO, which is located within Alameda County. The Project site is located in a <br /> sparsely populated rural area. The Project would not alter or impair any of the existing road <br /> networks and would require relatively low staffing for O&M activities. As a result, the Project would <br /> not impair implementation of or physically interfere with any adopted emergency response plan <br /> or emergency evacuation plan.
