4 Environmental Analysis <br /> 4.11 Land Use and Planning <br /> Policy NCR-5.2: Alternative Energy. The County shall encourage residents, <br /> businesses, and energy providers to develop and use alternative, renewable energy <br /> sources, including but not limited to, biomass, solar, wind, and geothermal. <br /> Policy NCR-5.5: Environmental Protection. The County shall strive to balance the <br /> development of energy facilities with environmental protection and the preservation of <br /> other natural resources. <br /> Policy NCR-5.6:Energy Facilities on Prime Farmland. The County shall discourage <br /> the placement of energy facilities on Prime Farmland. <br /> Goal NCR-6: To protect San Joaquin County's valuable architectural, historical, <br /> archeological, and cultural resources. <br /> Policy NCR-6.5: Protect Archeological and Historical Resources. The County <br /> shall protect significant archeological and historical resources by requiring an <br /> archeological report be prepared by a qualified cultural resource specialist prior to the <br /> issuance of any discretionary permit or approval in areas determined to contain <br /> significant historic or prehistoric archeological artifacts that could be disturbed by <br /> project construction. <br /> Policy NCR-6.6: Tribal Consultation. The County shall consult with Native American <br /> tribes regarding proposed development projects and land use policy changes <br /> consistent with the State's Local and Tribal Intergovernmental Consultation <br /> requirements. <br /> Goal NCR-7: To protect and enhance the unique scenic features of San Joaquin County. <br /> Policy NCR-7.1: Scenic Roadways. The County shall protect the visual character of <br /> designated scenic roadways. <br /> Policy NCR-7.2: Views from Public Lands and Roadways. The County shall ensure <br /> that views of waterways, hilltops, and oak groves from public land and public roadways <br /> are protected and public access is provided to them whenever possible. <br /> Policy NCR-7.7: Reducing Light Pollution. The County shall encourage project <br /> designs, lighting configurations, and operational practices that reduce light pollution <br /> and preserve views of the night sky. <br /> San Joaquin County Zoning Ordinance and Municipal Code <br /> Zoninq <br /> The portion of the Project site in San Joaquin County is zoned as Agricultural General-160 (AG). <br /> Pursuant to San Joaquin County Municipal Ordinance Code Section 9-600.1(a), the AG Zone is <br /> established to preserve agricultural lands for the continuation of commercial agricultural <br /> enterprises. This zone is intended to implement the General Agriculture land use category of the <br /> General Plan. In addition, Division 1, Chapter 9-115, contains the County's Use Classification <br /> System, which divides uses into residential and non-residential use types. The Project is <br /> considered a non-residential use type, and specifically a Major Utility Service, pursuant to <br /> Griffith Battery Energy Storage Project 4.11-9 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
