4 Environmental Analysis <br /> 4.11 Land Use and Planning <br /> 4.11.4 Impact Analysis <br /> IMPACT 4.11-1: Would the project physically divide an established community? (No Impact) <br /> Typically,the construction of a physical barrier to neighborhood access, or the removal of a means <br /> of access, could result in the division of an established community. The Project site is located in <br /> a rural area of San Joaquin County and Alameda County, approximately 5 miles southwest of the <br /> City of Tracy. There are a few residences located approximately 0.2 miles (approximately 1,000 <br /> feet) north of the Project site across West Patterson Pass Road, within San Joaquin County <br /> jurisdiction. Additional rural residences exist west and southwest of the Project site, within the <br /> jurisdiction of Alameda County, including two to three residences abutting the western Project site <br /> boundary. There are no established communities in the general area. Moreover, construction, <br /> operation, and decommissioning of the proposed gen-tie would not include any features that <br /> would create a physical barrier to access, nor remove means of access to, the adjacent <br /> residences. Additionally, the Project would not involve the removal of any existing, publicly used <br /> means of access. Therefore, the Project would not physically divide an established community. <br /> Mitigation: None required. <br /> IMPACT 4.11-2: Would the project cause significant environmental impact due to a conflict with <br /> any land use plan, policy, or regulation adopted for the purpose of avoiding or mitigating an <br /> environmental effect? (Less than Significant Impact) <br /> The following policy consistency analysis is separated by County and Project components. The <br /> Project would be primarily located within San Joaquin County, with the exception of the proposed <br /> gen-tie transmission line and PG&E Tesla Substation improvements, which would be located in <br /> Alameda County. Further, one portion of the gen-tie line, from the Project substation to the point <br /> of change of ownership (POCO), would be designed, sited, and constructed by the Applicant; <br /> while the other portion of the gen-tie, from the POCO to the Tesla Substation, would be designed, <br /> sited, and constructed by PG&E. The Applicant's portion of the gen-tie is analyzed herein under <br /> the Alameda County Analysis, while the PG&E portion of the gen-tie and its improvements to the <br /> Tesla Substation are discussed in Section 4.11.5 below. <br /> San Joaquin County Analysis <br /> San Joaquin County is processing the Site Approval application for the Project in accordance with <br /> the Site Approval described in Chapter 9-818, Site Approvals, of the County Municipal Ordinance <br /> Code. The Applicant has filed a Site Approval application to construct, operate, maintain, and <br /> decommission the battery energy storage facility (including ancillary facilities) within the Project <br /> boundary. Compliance with conditions of approval for the Site Approval would ensure that the <br /> Project would not conflict with applicable San Joaquin County General Plan, Zoning, or other <br /> County land use plans, policies, or regulations that have been adopted for the purpose of avoiding <br /> or mitigating environmental effects. <br /> San Joaquin County Zoning and Municipal Code <br /> The Project site is zoned General Agriculture-160 (GA-160). San Joaquin County allows battery <br /> energy storage facilities on GA zoned land through the Site Approval process, as described in <br /> County Code Division 6, Section 9-605.2.
