4 Environmental Analysis <br /> 4.14 Public Services <br /> construction activities at the Project site, there could be a temporary increase in exacerbated fire <br /> risk in the area due to these other factors. However, California Occupational Safety and Health <br /> Administration Title 8 Regulations include Subchapter 4, Construction Safety Orders, Article 36, <br /> Fire Protection and Prevention, which contains standard practices to minimize the potential for <br /> fires during construction. The Project would adhere to all applicable fire protection and prevention <br /> measures to limit the potential for fires during construction and decommissioning. Combustible <br /> vegetation or agricultural products on and around the Project site boundary would be actively <br /> managed by the Project owner or its affiliates during both the construction and decommissioning <br /> phases of the Project to minimize fire risk. Combustible products would be either limited in height <br /> or removed. Additionally, the Project would include firebreaks around the Project site boundary in <br /> the form of access roads subject to County standards. <br /> Therefore, the impacts to the proposed Project would be less than significant as the Project would <br /> result neither in population growth nor in substantial adverse physical impacts associated with the <br /> provision of new or physically altered fire protection facilities or need for new or physically altered <br /> fire protection facilities, the construction of which could cause significant environmental impacts <br /> to maintain acceptable service ratios, response times, or other performance objectives for fire <br /> protection services. <br /> ii) Police protection (Less than Significant Impact) <br /> The Project site would be primarily serviced by the San Joaquin County Sheriff's Department, <br /> which is located in French Camp approximately 18 miles from the Project site. The Tracy Police <br /> Department, located approximately 7.5 miles from the Project site, also provides mutual aid to the <br /> San Joaquin County Sheriff's Office when a situation exceeds the capabilities of either <br /> department. The Livermore Police Department would also service the portion of the gen-tie line <br /> in Alameda County and the PG&E Tesla Substation (City of Livermore 2022). The Sheriff's <br /> Department is located at 1110 South Livermore Avenue in the City of Livermore and is <br /> approximately 11.2 miles from the gen-tie line corridor. <br /> The Project is not anticipated to contribute an increase in population that would increase the <br /> demand for police protection and, specifically, result in a need for new or physically altered police <br /> facilities. No new residences are proposed as part of the Project. The construction, operation, and <br /> decommissioning of the Project would not substantially increase the demand for police services. <br /> The Project would be secured with chain link fencing along the perimeter of the Project site, with <br /> three-strand barbed wire. Access to the facility would be provided by a gated entry point. Motion- <br /> controlled security lighting would be installed and would allow for the Project site to be monitored <br /> remotely. All safety and emergency services signs would be lit when the lights are on. Lights <br /> would be installed for maintenance and security purposes. <br /> By implementing these measures, the impacts to the proposed Project would be less than <br /> significant as the Project would not result in population growth.
