4 Environmental Analysis <br /> 4.14 Public Services <br /> iii) Schools (No Impact) <br /> The nearest schools to the Project site are the Peter Honsen Elementary School, George Kelly <br /> School (K-8), Wanda Hirsch Elementary School, Earle E. Williams Middle School, and John C. <br /> Kimball High School, as well as Mountain House Elementary School in Alameda County nearest <br /> the gen-tie line. The Project would require a temporary workforce for construction and eventual <br /> decommissioning, and one or two workers during Project operations to visit the facility on a weekly <br /> basis. Thus, the Project is not anticipated to contribute an increase in population or the associated <br /> potential increase in school-aged children and, therefore,would not result in any increase demand <br /> for schools. The Project will pay any applicable school or other impact fees. The Project would <br /> not result in any impacts associated with the provision of new or physically altered school facilities <br /> or need for new or physically altered school facilities, the construction of which could cause <br /> significant environmental impacts to maintain acceptable service ratios, response times, or other <br /> performance objectives for schools. <br /> iv) Parks (No Impact) <br /> The nearest park, Marlow Brothers Park, is a small local park managed by the Tracy Parks and <br /> Recreation Department and is approximately 5.5 miles from the Project site. The Project is not <br /> anticipated to contribute to an increase in population and, therefore, would not result in any <br /> increase demand for park facilities. Accordingly, the Project would not be required to pay in-lieu <br /> fees as described in General Plan Policy NCR-8.22 above. <br /> Tex Spruiell Park in is the nearest park to the gen-tie line in Alameda County The Project, <br /> including the gen-tie line, would not contribute to an increase in population and, therefore, would <br /> not result in an increased demand for park facilities. All applicable impact fees would be paid by <br /> the Project. <br /> The proposed Project would not result in population growth that would be associated with the <br /> provision of new or physically altered park facilities or need for new or physically altered park <br /> facilities. As such, the Project would not cause significant environmental impacts to maintain <br /> acceptable service ratios or other performance objectives for any park services. <br /> v) Other public facilities (No Impact) <br /> The Project is not anticipated to contribute to increased population growth. It is not anticipated <br /> that the demand for public facilities, such as libraries or other facilities, would be created. <br /> Therefore, the Project would not result in any impacts associated with the provision of new or <br /> physically altered public facilities or need for new or physically altered public facilities, the <br /> construction of which could cause significant environmental impacts to maintain acceptable <br /> service ratios, response times, or other performance objectives for any other public facilities. <br /> Mitigation: None required. <br /> 4.14.5 PG&E Tesla Substation Improvements and Gen-tie <br /> To accommodate the Project, PG&E would be responsible for siting, design, and construction of <br /> the gen-tie line from the point of change of ownership (POCO) to its substation.
