4 Environmental Analysis
4.15 Transportation
Local Roads
Patterson Pass Road and Midway Road, both of which are designated as collector roadways in
Alameda County's East County Area Plan (ECAP), would be primarily utilized to access the
Project site from 1-580. Access to 1-580 is also possible from 1-580 via Grant Line Road via North
Midway Road.
West Patterson Pass Road is a generally east-west roadway that runs from Mines Road in
Livermore to 1-580, where it turns into a north-south roadway named International/Mountain
House Parkway. It continues north through Mountain House, where it terminates at Bryon Road.
In the vicinity of the Project site, this roadway operates with one, undivided travel lane in each
direction with shoulders of varying width. The speed limit is 55 miles per hour(mph)from 1-580 to
the Alameda County line where is changes to 40 mph. The Alameda County ECAP identifies West
Patterson Pass Road as a collector roadway. West of the Midway Road intersection, there is a
weight limit of 7 tons. Also, tractor-semis have turn restrictions and are instructed to use North
Midway Road.
Midway Road is a north-south local roadway that extends from West Patterson Pass Road and
terminates at the northeast corner of the Project site near a private residence and barn. North
Midway Road extends north from West Patterson Pass Road to West Grant Line Road. This
roadway operates with one, undivided travel lane in each direction with varying width shoulders.
Transit Conditions
The Project site is not currently served by local public transit service, nor is any such service
anticipated to be established in the area in the foreseeable future. The San Joaquin Regional
Transit District (SJRTD) provides public transportation to the communities within and around
Stockton. The SJRTD has one fleet of buses, known as Hopper, which serves the surrounding
communities, such as Lodi, Tracy, and Manteca (SJRTD 2023). No SJRTD routes have access
near the Project site.
For Alameda County, the Livermore—Amador Valley Transit Authority (LAVTA) operates the
Wheels Bus Service, which provides local public transit to the cities of Dublin, Livermore,
Pleasanton, and unincorporated areas of Alameda County. LAVTA also provides connecting
service to Bay Area Rapid Transit (BART), Altamont Commuter Express (ACE), and Central
Contra County Transportation Authority (County Connection). The closest Wheels routes, Routes
20X and 11 (suspended in April 2020), operate in east Livermore, near the intersection of
Patterson Pass Road and Vasco Road. This intersection is located approximately 10 miles from
the Project site; therefore, no bus stops directly serve the Project site.
Walking/Accessibility Conditions
The Project site is located in a rural setting in unincorporated San Joaquin County and in
unincorporated Alameda County. Generally, there are no pedestrian facilities, such as
crosswalks, curb-ramps, and pedestrian signal heads, surrounding the Project site or at any of
intersections in the Project vicinity.
Griffith Energy Storage Project 4.15-3 Tetra Tech/SCH 2022120675
Draft Environmental Impact Report August 2023
