4 Environmental Analysis <br /> 4.15 Transportation <br /> Local Roads <br /> Patterson Pass Road and Midway Road, both of which are designated as collector roadways in <br /> Alameda County's East County Area Plan (ECAP), would be primarily utilized to access the <br /> Project site from 1-580. Access to 1-580 is also possible from 1-580 via Grant Line Road via North <br /> Midway Road. <br /> West Patterson Pass Road is a generally east-west roadway that runs from Mines Road in <br /> Livermore to 1-580, where it turns into a north-south roadway named International/Mountain <br /> House Parkway. It continues north through Mountain House, where it terminates at Bryon Road. <br /> In the vicinity of the Project site, this roadway operates with one, undivided travel lane in each <br /> direction with shoulders of varying width. The speed limit is 55 miles per hour(mph)from 1-580 to <br /> the Alameda County line where is changes to 40 mph. The Alameda County ECAP identifies West <br /> Patterson Pass Road as a collector roadway. West of the Midway Road intersection, there is a <br /> weight limit of 7 tons. Also, tractor-semis have turn restrictions and are instructed to use North <br /> Midway Road. <br /> Midway Road is a north-south local roadway that extends from West Patterson Pass Road and <br /> terminates at the northeast corner of the Project site near a private residence and barn. North <br /> Midway Road extends north from West Patterson Pass Road to West Grant Line Road. This <br /> roadway operates with one, undivided travel lane in each direction with varying width shoulders. <br /> Transit Conditions <br /> The Project site is not currently served by local public transit service, nor is any such service <br /> anticipated to be established in the area in the foreseeable future. The San Joaquin Regional <br /> Transit District (SJRTD) provides public transportation to the communities within and around <br /> Stockton. The SJRTD has one fleet of buses, known as Hopper, which serves the surrounding <br /> communities, such as Lodi, Tracy, and Manteca (SJRTD 2023). No SJRTD routes have access <br /> near the Project site. <br /> For Alameda County, the Livermore—Amador Valley Transit Authority (LAVTA) operates the <br /> Wheels Bus Service, which provides local public transit to the cities of Dublin, Livermore, <br /> Pleasanton, and unincorporated areas of Alameda County. LAVTA also provides connecting <br /> service to Bay Area Rapid Transit (BART), Altamont Commuter Express (ACE), and Central <br /> Contra County Transportation Authority (County Connection). The closest Wheels routes, Routes <br /> 20X and 11 (suspended in April 2020), operate in east Livermore, near the intersection of <br /> Patterson Pass Road and Vasco Road. This intersection is located approximately 10 miles from <br /> the Project site; therefore, no bus stops directly serve the Project site. <br /> Walking/Accessibility Conditions <br /> The Project site is located in a rural setting in unincorporated San Joaquin County and in <br /> unincorporated Alameda County.
