4 Environmental Analysis <br /> 4.15 Transportation <br /> Bicycle Conditions <br /> According to the Alameda County Bicycle and Pedestrian Master Plan for Unincorporated Areas <br /> (Alameda Bike Plan) (Alameda County 2019), unincorporated Alameda County currently has <br /> approximately 65.8 miles of bikeways, including Class 1 (4.4 miles), Class II (40.8 miles), and <br /> Class 111 (20.6 miles). There are currently no Class IV bikeways in unincorporated Alameda <br /> County. There are no bike lanes adjacent to the Project site. <br /> In terms of future bikeways, the Alameda Bike Plan recommends an additional 200 miles of <br /> bicycle facilities that would increase the system-wide total mileage of bikeways to 265.9 miles, <br /> including Class I shared use paths (32.2 miles), Class 11 bike lanes (58.9 miles), Class III bike <br /> routes (164.8 miles), and Class IV separated bikeways (10 miles), in Alameda County. <br /> West Patterson Pass Road is designated as a proposed Class III bike boulevard or rural routes <br /> in the Alameda Bike Plan. This aligns with the plan shown in the San Joaquin County Bicycle <br /> Master Plan Update, which will provide a continuation from the Alameda County line into San <br /> Joaquin County. However, it is noted that proposed bicycle routes in the study area would typically <br /> not serve a conventional bicycle commuter function and are primarily intended for recreational <br /> and interregional access routes. <br /> 4.15.2 Regulatory Setting <br /> 4.15.2.1 Federal <br /> There are no federal regulations that apply to the Project. <br /> 4.15.2.2 State <br /> California Department of Transportation <br /> Caltrans is a state agency overseeing state highway, bridge, and rail transportation planning, <br /> construction, maintenance, and operation. Caltrans sets maximum load limits for trucks and safety <br /> requirements for oversized vehicles that operate on highways. Alameda County is under the <br /> jurisdiction of Caltrans District 4, and San Joaquin County is under the jurisdiction of Caltrans <br /> District 10. <br /> Caltrans' 2002 Guide for the Preparation of Traffic Impact Studies provides the fundamental <br /> criteria and guidelines for conducting such studies. In terms of state highway Level of Service <br /> (LOS) standards, Caltrans "endeavors to maintain a target LOS at the transition between LOS `C' <br /> and LOS `D'... on State highway facilities" (Caltrans 2002:1). However, Caltrans recognizes that <br /> this may not always be feasible and invites lead agencies to consult with the agency to determine <br /> appropriate levels of service for particular state highway facilities.
