4 Environmental Analysis <br /> 4.15 Transportation <br /> Bicycle and Pedestrian Paths <br /> Goal: To include a comprehensive network of bicycle and pedestrian paths in the local <br /> and sub regional transportation network. <br /> Policy 211: The County shall create and maintain a safe, convenient, and effective <br /> bicycle system that maximizes bicycle use. <br /> Policy 214: The County shall require that circulation and site plans for individual <br /> developments minimize barriers to access by pedestrians, the disabled, and <br /> bicycles (e.g., collectors or arterials separating schools or parks from residential <br /> neighborhoods). <br /> Alameda County Transportation Commission and Alameda County Congestion <br /> Management Program <br /> The Alameda County Transportation Commission (CTC) is a joint powers authority that plans, <br /> funds, and delivers transportation programs and projects that expand access and improve mobility <br /> to foster a vibrant and livable Alameda County. It was formed in 2010 from the merger of the <br /> Alameda County Transportation Improvement Authority and Alameda County Congestion <br /> Management Agency (CMA). <br /> As required by state law, Alameda CTC updates its Congestion Management Plan (CMP) every <br /> 2 years by monitoring the operational performance of the designated County CMP road network. <br /> The current CMP was adopted in in March 2022 reporting for Year 2021. It is noted that Alameda <br /> CTC CMP standards and travel demand measures are focused on traffic impacts associated with <br /> future development. As such, they do not apply to construction activities, such as the Project, in <br /> which there are temporary short-term traffic increases that are eliminated once construction is <br /> completed. <br /> Alameda Countywide Transportation Plan <br /> The Alameda Countywide Transportation Plan is a long-range policy document that guides <br /> transportation funding decisions for Alameda County's transportation system through 2040. The <br /> plan lays out a strategy for meeting transportation needs for all users in Alameda County. The <br /> plan identifies projects and other improvements to new and existing freeways, local streets and <br /> roads, public transit (paratransit, buses, rails, ferries), and facilities and programs to support <br /> bicycling and walking (ACTC 2020). The plan sets the following goals for Alameda County's <br /> transportation system. <br /> oo Accessible, affordable, and equitable for people of all ages, incomes, abilities and <br /> geographies; <br /> oo Integrated with land use patterns and local decision-making; <br /> oo Connected across the county, within and across the network of streets, highways and <br /> transit, bicycle and pedestrian routes; <br /> oo Multimodal; <br /> oo Cost effective; <br /> Griffith Energy Storage Project 4.15-9 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
