4 Environmental Analysis <br /> 4.15 Transportation <br /> oo Safe; <br /> oo Reliable and efficient; <br /> oo Well maintained; and <br /> oo Supportive of a healthy and clean environment. <br /> These goals are aligned with one or more performance categories and performance <br /> measurements. The plan also identifies land use and conservation development strategies. <br /> Alameda County Bicycle and Pedestrian Master Plan for Unincorporated Areas <br /> The Bicycle and Pedestrian Master Plan describes existing conditions for bicycling and walking, <br /> identifies capital and program improvements to support these modes, and recommends projects <br /> to enhance bicycling and walking in the unincorporated areas (Alameda County 2019). The plan <br /> identifies high-priority projects that meet the short-term community needs, as well as strategies <br /> for education, funding, and implementation of the recommended projects and programs. This plan <br /> provides a vision for bicycling and walking in Alameda County as important alternative <br /> transportation modes. The plan also identifies implementable projects that will contribute to a <br /> more bicycle- and pedestrian-friendly environment in the unincorporated areas. <br /> Bicycle facilities include bicycle lanes, trails, and paths. On-street bicycle facilities include: <br /> oo Class I bikeways (shared-use paths with two-way paved facilities, physically separated <br /> from vehicular traffic for use by bicyclists, pedestrians, or other non-motorized users. and <br /> includes trails that are unpaved paths accessible by bicycles and pedestrians, which are <br /> not considered accessible by Americans with Disabilities Act [ADA] standards); <br /> oo Class II bikeways (bike lanes striped within the paved areas of roadways and established <br /> for the exclusive use of bicycles, and includes buffered bicycle lanes that provide an <br /> additional painted buffer between the striped bicycle lane and adjacent travel lane); <br /> oo Class III bikeways (signed bicycle routes that allow bicycles to share travel lanes with <br /> vehicles on low-speed residential and rural roadways where bicyclists have priority); and <br /> oo Class IV separated bikeways (on-street bike facilities that are physically separated from <br /> traffic by curbs, plant boxes, bollards, grade separation, or parked cars for exclusive rights- <br /> of-way for use by bicyclists). <br /> The Bicycle and Pedestrian Master Plan contains goals and policies for developing and <br /> implementing a bikeway system and pedestrian improvements that meet Alameda County's vision <br /> for safe, attractive, and convenient opportunities for bicycling and walking for all types of trips and <br /> user groups. <br /> Goal 1:Improve bicycle and pedestrian access and circulation for all users as a means <br /> to meet the goals of the Alameda County Unincorporated Areas Climate Action Plan. <br /> Goal 2: Create and maintain a comprehensive system of bicycle and pedestrian <br /> facilities in the local and sub-regional transportation network in order to establish a <br /> balanced multi-modal transportation system. <br /> Griffith Energy Storage Project 4.15-10 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
