4 Environmental Analysis <br /> 4.15 Transportation <br /> IMPACT 4.15-2: Would the project conflict or be inconsistent with CEQA Guidelines section <br /> 15064.3, subdivision (b)? (Less than Significant Impact) <br /> VMT <br /> The VMT analysis aims to quantify the total number of vehicle miles added to the roads as a direct <br /> result of the construction and operations of the Project. The Traffic Impact Report (2023) looked <br /> at the estimated number of workers expected on site for each construction phase and multiplied <br /> that by the approximate distance traveled and the number of times per week that distance is <br /> traversed (i.e., commutes happen 10 times per week, which equals 2 times per day). <br /> Employees during the construction phase are anticipated to commute from communities and <br /> towns approximately 20 miles from the Project site. These nearby communities include Tracy, <br /> Dublin, Ulmar, Livermore, Verona, Asco, Lathrop, and Manteca. In the Traffic Impact Report <br /> (2023), it was assumed that 40 percent of workers are to come from Tracy, 30 percent from Ulmar, <br /> 15 percent from Dublin, and 15 percent from Manteca. <br /> It is expected that the Project battery equipment would arrive by ship to the Port of Oakland, which <br /> is 47 miles from the Project location. The battery equipment would likely be delivered with <br /> standard, five-axle semi-trucks by way of 1-5 to the Project location and are assumed to be 50 <br /> percent of the total materials loads. The remaining materials and equipment (construction <br /> equipment, aggregate, concrete, fencing, cables and electrical equipment, etc.) are assumed to <br /> be found locally and split 50 percent from Oakland and 50 percent from Stockton. Table 4.15-1 <br /> provides the results of the VMT analysis. <br /> Table 4.15-1.
