The essential services
regulated include electric, natural gas, telecommunications, water, railroad, rail transit, and
passenger transportation companies. The CPUC implements CEQA for utility construction by
PG&E and the other public utilities under its jurisdiction and regulates the location and relocation
of power lines by investor-owned utilities, such as PG&E.
National Pollutant Discharge Elimination System Construction General Permit
Construction activities disturbing 1 acre or more of land, as proposed for the Project site, are
subject to the permitting requirements of the NPDES Construction General Permit and must apply
for Construction General Permit coverage. For all new projects, applicants must electronically file
permit registration documents using the Stormwater Multiple Applications and Report Tracking
Systems, and must include a Notice of Intent, risk assessment, site map, and SWPPP to be
covered by the Construction General Permit prior to beginning construction. The risk assessment
and SWPPP must be prepared by a State-qualified SWPPP Developer. See Sections 4.7,
Geology, Soils, and Paleontological Resources, and 4.10, Hydrology and Water Quality, for a
more detailed discussion relative to water quality and SWPPP requirements.
4.17.2.3 Local
San Joaquin County General Plan 2035
The purpose of the San Joaquin County General Plan is to serve as San Joaquin County's
"blueprint" or "constitution" for all future land use, development, preservation, and resource
conservation decisions within the County. The goals and policies in the General Plan are intended
to inform decisionmakers, the general public, public agencies, and those doing business in the
County of the County's position on land-use-related issues, and to provide guidance for day-to-
day decision-making.
