4 Environmental Analysis <br /> 4.17 Utilities and Service Systems <br /> through appliance and building standards; developing energy technologies and supporting <br /> renewable energy; and planning for and directing the state response to energy emergencies. <br /> California Public Utilities Commission <br /> The California Public Utilities Commission (CPUC) regulates services and utilities and assures <br /> California's access to safe and reliable utility infrastructure and services. The essential services <br /> regulated include electric, natural gas, telecommunications, water, railroad, rail transit, and <br /> passenger transportation companies. The CPUC implements CEQA for utility construction by <br /> PG&E and the other public utilities under its jurisdiction and regulates the location and relocation <br /> of power lines by investor-owned utilities, such as PG&E. <br /> National Pollutant Discharge Elimination System Construction General Permit <br /> Construction activities disturbing 1 acre or more of land, as proposed for the Project site, are <br /> subject to the permitting requirements of the NPDES Construction General Permit and must apply <br /> for Construction General Permit coverage. For all new projects, applicants must electronically file <br /> permit registration documents using the Stormwater Multiple Applications and Report Tracking <br /> Systems, and must include a Notice of Intent, risk assessment, site map, and SWPPP to be <br /> covered by the Construction General Permit prior to beginning construction. The risk assessment <br /> and SWPPP must be prepared by a State-qualified SWPPP Developer. See Sections 4.7, <br /> Geology, Soils, and Paleontological Resources, and 4.10, Hydrology and Water Quality, for a <br /> more detailed discussion relative to water quality and SWPPP requirements. <br /> 4.17.2.3 Local <br /> San Joaquin County General Plan 2035 <br /> The purpose of the San Joaquin County General Plan is to serve as San Joaquin County's <br /> "blueprint" or "constitution" for all future land use, development, preservation, and resource <br /> conservation decisions within the County.The goals and policies in the General Plan are intended <br /> to inform decisionmakers, the general public, public agencies, and those doing business in the <br /> County of the County's position on land-use-related issues, and to provide guidance for day-to- <br /> day decision-making. Relevant components of the General Plan (San Joaquin County 2016) <br /> related to utilities and service systems are listed below: <br /> Goal: To ensure the quality of water for municipal and industrial uses, agriculture, <br /> recreation, and fish and wildlife. <br /> Policy NCR-3.1: The County shall strive to ensure that substantial groundwater <br /> recharge areas are maintained as open space. <br /> Policy NCR-3.2: The County shall encourage the development of groundwater <br /> recharge projects of all scales within the County and cities to increase <br /> groundwater supplies. <br /> Policy NCR-3.3: The County shall support multi jurisdictional groundwater <br /> management that involves adjacent groundwater basins. <br /> Policy NCR-3.5: The County shall require new development to minimize or <br /> eliminate stormwater quality and hydro-modification impacts through site design, <br /> Griffith Energy Storage Project 4.17-5 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
