4 Environmental Analysis <br /> 4.17 Utilities and Service Systems <br /> source controls, runoff reduction measures, best management practices, and <br /> Low Impact Development. <br /> Goal: To increase energy independence through the use of renewable energy <br /> sources and improved energy conservation and efficiency. <br /> Policy NCR-5.1: The County shall support the efforts of residents, businesses, <br /> and energy providers to reduce the consumption of nonrenewable energy and <br /> shall promote energy providers' programs to increase energy efficiency and <br /> implement demand response programs. <br /> Policy NCR-5.2: The County shall encourage residents, businesses, and energy <br /> providers to develop and use alternative, renewable energy sources, including <br /> but not limited to, biomass, solar, wind, and geothermal. <br /> Policy NCR-5.3: The County shall prepare and maintain an ordinance that <br /> guides the permitting, construction, operation, and decommissioning of large- <br /> scale solar energy facilities. <br /> Goal: To protect and enhance the unique scenic features of San Joaquin County. <br /> Policy NCR-7.8: The County shall require all new electric and communication <br /> distribution facilities adjacent to scenic routes to be placed underground, <br /> whenever feasible. Where overhead utility lines are unavoidable, every effort <br /> should be made to reduce the visual impact through elements of design. <br /> Alameda County East County Area Plan <br /> The purpose of the East County Area Plan (ECAP) is to present a clear statement of the County's <br /> intent concerning future development and resource conservation within East County. The goals <br /> and policies in the ECAP are intended to inform decisionmakers, the general public, public <br /> agencies, and those doing business in the County of the County's position on land-use-related <br /> issues, and to provide guidance for day-to-day decision-making. Relevant components of the <br /> ECAP (Alameda County 2002) related to utilities and service systems are listed below: <br /> Goal: To provide infrastructure and services necessary to accommodate East <br /> County holding capacities in a logical, cost-effective, and timely manner. <br /> Policy 218: The County shall allow development and expansion of public <br /> facilities (e.g., parks and recreational facilities; schools; child care facilities; <br /> police, fire, and emergency medical facilities;solid waste, water, storm drainage, <br /> flood control, subregional facilities; utilities etc.) in appropriate locations inside <br /> and outside the Urban Growth Boundary consistent with the policies and Land <br /> Use Diagram of the East County Area Plan. <br /> Policy 221:Basic rural services should normally be provided byAlameda County <br /> and other existing service districts. <br /> Policy 222: The County shall continue to provide rural services to development <br /> within existing rural residential areas including Sunol, Tesla Road, South <br /> Livermore, Midway, Mines Road, Little Valley Road, Welch Creek Road, and <br /> other rural locations. <br /> Griffith Energy Storage Project 4.17-6 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
