4 Environmental Analysis <br /> 4.17 Utilities and Service Systems <br /> Goal: To provide an adequate, reliable, efficient, safe, and cost-effective water <br /> supply to the residents, businesses, institutions, and agricultural uses in East <br /> County. <br /> Policy 253: The County shall approve new development only upon verification <br /> that an adequate, long-term, sustainable, clearly identified water supply will be <br /> provided to serve the development, including in times of drought. <br /> Policy 254: The County shall encourage Zone 7 and local water retailers to <br /> require new development to pay the full cost of securing, conveying, and storing <br /> new sources of water. <br /> Policy 259: The County shall include water conservation measures as conditions <br /> of approval for subdivisions and other new development. <br /> Goal: To provide efficient and cost-effective sewer facilities and services. <br /> Policy 275: The County shall condition the approval of new development on <br /> verification that adequate wastewater treatment and export and/or reclamation <br /> capacity exists to serve the development. <br /> Policy 276: The County shall require new development to pay its fair share of <br /> the costs of East County planned sewer system improvements including <br /> treatment, distribution, and export. <br /> Goal: To provide efficient, cost-effective, and environmentally sound storm <br /> drainage and flood control facilities. <br /> Policy 279: The County shall require new development to pay its fair share of <br /> the costs of East County storm drainage and flood control improvements. <br /> Policy 280: The County shall regulate new development on a case-by-case basis <br /> to ensure that, when appropriate, project storm drainage facilities shall be <br /> designed so that peak rate flow of storm water from new development will not <br /> exceed the rate of runoff from the site in its undeveloped state. <br /> Goal: To provide efficient and cost-effective utilities. <br /> Policy 285: The County shall facilitate the provision of adequate gas and electric <br /> service and facilities to serve existing and future needs while minimizing noise, <br /> electromagnetic, and visual impacts on existing and future residents. <br /> Policy 286: The County shall work with PG&E to design and locate appropriate <br /> expansion of gas and electric systems. <br /> Policy 287: The County shall require new developments to locate utility lines <br /> underground, whenever feasible. <br /> Zone 7 Water Agency <br /> The Zone 7 Water Agency is responsible for all well permitting activities for eastern Alameda <br /> County and manages all drilling permit applications within its service area.
