4 Environmental Analysis <br /> 4.18 Wildfire <br /> risk associated with electric facilities, and a description of the metrics that the electric corporation <br /> uses to evaluate the overall WMP performance and assumptions that underlie the use of the <br /> metrics. PG&E released the 2022 WMP on February 25, 2022 (PG&E 2022). <br /> Senate Bill 901 <br /> SB 901 (2018) expanded upon the WMP requirements of SB 1028 and included a number of <br /> provisions related to wildfire risk and management in California including, but not limited to, the <br /> following: budget adjustments related to emergency response and readiness, the creation of a <br /> CAL FIRE Wildfire Resilience Program, and increasing the maximum penalties that can be issued <br /> by the CPUC to a public utility that fails to comply with CPUC requirements. Additionally, the <br /> legislation requires that utilities prepare WMPs that include elements specified in the bill, such as <br /> the following: <br /> 1) A description of the preventive strategies and programs to be adopted by the electrical <br /> corporation to minimize the risk of its electrical lines and equipment causing catastrophic <br /> wildfires, including consideration of dynamic climate change risks. <br /> 2) Protocols for disabling reclosers3 and deenergizing portions of the electrical distribution <br /> system that consider the associated impacts on public safety, as well as protocols related <br /> to mitigating the public safety impacts of those protocols, including impacts on critical first <br /> responders and on health and communication infrastructure. <br /> 3) Particular risks and risk drivers associated with topographic and climatological risk factors <br /> throughout the different parts of the electrical corporation's service territory. <br /> These WMPs are required to be reviewed by an independent evaluator. <br /> 4.18.2.3 Local <br /> San Joaquin County General Plan <br /> The Public Health and Safety Element of the San Joaquin County General Plan outlines the <br /> County's planning strategies regarding emergency management and response and addresses a <br /> variety of public health and safety hazards, including fire hazards. The following list consists of <br /> goals and policies of the Public Health and Safety Element relevant to Wildfires (San Joaquin <br /> County 2016): <br /> Goal PHS-1: To maintain a level of disaster preparedness necessary for the protection <br /> of public and private property, and the health, safety, and welfare of people living and <br /> working in San Joaquin County. <br /> Policy PHS-1.10: Emergency Vehicles Access.
