4 Environmental Analysis <br /> 4.18 Wildfire <br /> Policy PHS-4.3: Fire Prevention Measures. The County shall implement State <br /> recommendations for fire prevention in Fire Hazard Severity Zones and require new <br /> and/or existing development to provide clearance around structures, use fire- <br /> resistant ground cover, build with fire-resistant roofing materials, participate in fuel <br /> load reduction, and take other appropriate measures. <br /> Alameda County East County Area Plan <br /> The purpose of the East County Area Plan (ECAP) is to present a clear statement of the Alameda <br /> County's intent concerning future development and resource conservation within East County. <br /> The goals and policies in the ECAP are intended to inform decisionmakers, the general public, <br /> public agencies, and those doing business in Alameda County of the County's position on land <br /> use-related issues and to provide guidance for day-to-day decision making. The programs that <br /> follow the policies identify a set of specific actions the County will undertake to achieve the goals <br /> and policies of the plan (Alameda County 2000). <br /> The proposed gen-tie line lies within Alameda County and is covered by the ECAP. The gen-tie <br /> line would be considered an allowable use as a utility corridor under the Large Parcel Agriculture <br /> designation of the ECAP. The Alameda County ECAP includes the following goals and policies <br /> that are relevant to the Project: <br /> Goal: To minimize the risks to lives and property due to environmental hazards. <br /> Policy 134: The County shall not approve new development in areas with potential <br /> natural hazards (flooding, geologic, wildland fire, or other environmental hazards) <br /> unless the County can determine that feasible measures will be implemented to reduce <br /> the potential risk to acceptable levels, based on site-specific analysis. <br /> Policy 135: The County, prior to approving new development, shall evaluate the <br /> degree to which the development could result in loss of lives or property, both within <br /> the development and beyond its boundaries, in the event of a natural disaster. <br /> Goal: To ensure the prompt and efficient provision of police, fire, and emergency medical <br /> facility and service needs. <br /> Policy 243: The County shall require new developments to pay their fair share of the <br /> costs for providing police, fire, and emergency medical services and facilities. <br /> Policy 244: The County shall require that new developments are designed to <br /> maximize safety and security and minimize fire hazard risks to life and property. <br /> Goal: To minimize the risks to lives and property due to fire hazards. <br /> Policy 320: The County shall consider, in reviewing development projects and <br /> subdivision of agricultural lands, the severity of natural fire hazards, potential damage <br /> from wildland and structural fires, the adequacy of fire protection services, road <br /> access, and the availability of an adequate water supply and pressure. <br /> Griffith Energy Storage Project 4.18-10 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
