4 Environmental Analysis <br /> 4.18 Wildfire <br /> 2022 CAL FIRE Santa Clara Unit Strategic Fire Plan <br /> The CAL FIRE Santa Clara Unit prepares an annual Strategic Fire Management Plan (SCU SFP) <br /> for each coming fire season. The 2022 SCU SFP documents an assessment of the fire situation <br /> in the Unit, includes stakeholder contributions and priorities, and identifies strategic targets for <br /> pre-fire solutions within the five counties (Santa Clara, Alameda, Contra Costa, San Joaquin, and <br /> Stanislaus) of the CAL FIRE Santa Clara Unit. The SCU SFP is developed to achieve the goals <br /> and objectives of the greater 2022 CAL FIRE Strategic Fire Plan for California. <br /> As part of development of the SCU SFP, Pre-fire Engineering includes GIS mapping of values at <br /> risk, wildland fuel belts, and the maintenance of various other GIS data layers to assess the <br /> existing levels of wildland protection services, identify high-risk and high-value areas that are <br /> potential locations for costly and damaging wildfires, rank these areas in terms of priority needs, <br /> and prescribe what can be done to reduce future costs and losses. The SCU SFP provides <br /> planning information on a Unit-wide scale and recognizes the variation in fuels, weather, <br /> topography, and community/agency priorities present in each county. It is intended to be a <br /> dynamic planning tool for promoting wildfire protection efforts in the Unit (CAL FIRE 2022c). <br /> San Joaquin County Emergency Operations Plan <br /> The San Joaquin County Emergency Operations Plan (SJC EOP) establishes the central role of <br /> the San Joaquin County Emergency Operations Center(EOC) in the overall incident management <br /> of emergencies and major disasters, while emphasizing coordination with incident command(s) <br /> in the field as well as other emergency operations/coordination centers. Under this plan, the SJC <br /> EOC is responsible for collecting and disseminating information; fulfilling or forwarding resource <br /> requests; and setting priorities or policies specific to an incident. <br /> The SJC EOP establishes a systematic and synchronized process to facilitate emergency <br /> preparedness, promote hazard mitigation, and coordinate emergency response and disaster <br /> recovery activities and actions. The SJC EOP identifies the primary responsibilities of San <br /> Joaquin County government before, during, and after emergencies and major disasters, while <br /> recognizing the significant roles of federal, tribal, state, and other local government agencies, as <br /> well as the private sector, and non-governmental organizations/private nonprofits (NGO/PNP). <br /> The primary objective of the SJC EOP is to coordinate the personnel, facilities, and other <br /> resources of the County into an efficient organization capable of responding to any emergency, <br /> disaster, or planned event. The SJC EOP defines the emergency management organization and <br /> details the method by which the County will coordinate emergency response both internally within <br /> their jurisdiction and externally with outside response organizations. The SJC EOP further details <br /> the EOC, including activation, responsibilities, and operational procedures. The SJC EOP was <br /> last updated in February 2022 (San Joaquin County 2022c). <br /> Alameda County Emergency Operations Plan <br /> The purpose of the Alameda County Emergency Operations Plan (AC EOP) is to establish the <br /> foundational policies and procedures that define how Alameda County will effectively prepare for, <br /> respond to, recover from, and mitigate against natural or human-caused disasters. It provides a <br /> description of the emergency management organization and how it is activated. The AC EOP, <br /> adopted in December 2012, establishes policies and procedures, in addition to assigning <br /> Griffith Energy Storage Project 4.18-11 Tetra Tech/SCH 2022120675 <br /> Draft Environmental Impact Report August 2023 <br />
