Existing structural features <br /> include fencing,transmission towers and lines, utility poles and lines,and wind turbines.Vegetation <br /> includes grasses.The dominant color for the landscape is tan while the structures are gray,white, <br /> brown,and green.The vegetation consists of irregularly shaped,organic forms of grasses.The linear <br /> and horizontal lines associated with the structures are visible from this viewpoint.This KOP provides a <br /> typical view for drivers traveling along 1-580, likely traveling at a high rate of speed.Considering the <br /> short duration of viewing,viewers would have a low viewer sensitivity to the visual changes in the <br /> area.This KOP also provides a typical view for the occupants of the residence near this KOP. <br /> Considering the frequent viewing by local residents,viewers would have a moderate sensitivity to the <br /> visual changes on the Project site. <br /> 4.6.5 Key Observation Point 5 <br /> KOP 5 is located on the Tesla Substation frontage road,approximately 0.65 mile west of the Project <br /> site.This KOP depicts views oriented east toward the Project site.As shown in Figure 10,the existing <br /> landscape setting is characterized by agricultural land with hilly terrain. Existing structural features <br /> include fencing,transmission towers and lines,and utility poles and lines.Vegetation includes grasses <br /> and ruderal vegetation. Dominant colors for the landscape are tans and greens while the structures <br /> are gray and brown.The vegetation consists of irregular organic forms: grasses are continuous with <br /> irregularly shaped ruderal vegetation.The linear and horizontal lines associated with the structures <br /> are visible and prominent from this viewpoint.This KOP provides a typical view for drivers traveling <br /> along this frontage road. Considering the short duration of viewing,viewers would have a low viewer <br /> sensitivity to the visual changes in the area.This KOP also provides a typical view for the occupants of <br /> the residence south of this KOP at the end of the frontage road. Considering the frequent viewing by <br /> local residents,viewers would have a moderate sensitivity to the visual changes on the Project site. <br /> 4.6.6 Key Observation Point 6 <br /> KOP 6 is located off Hansen Road near 1-205,approximately 3.1 miles northeast of the Project site.This <br /> KOP depicts views oriented southwest toward the Project site.This KOP is located on the western <br /> boundary of the city of Tracy.As shown in Figure 11,the existing landscape setting is characterized by <br /> agricultural land and industrial development with flat terrain and hilly terrain in the background. <br /> Existing structural features include 1-205, highway signage,fencing, industrial buildings, utility poles <br /> and lines,transmission towers and lines,and wind turbines.Vegetation includes grasses, ruderal <br /> vegetation,and a few stands of trees.
