Air Quality and Greenhouse Gas Technical Report Griffith Energy Storage Project <br /> 2.2.3.3 Bay Area Air Quality Management District <br /> The BAAQMD manages air quality within the Alameda County. The BAAQMD adopts and enforces <br /> controls on stationary sources of air pollutants through its permit and inspection programs. The BAAQMD <br /> develops regulations to improve air quality and protect the health and welfare of Alameda County <br /> residents and their environment. The district also monitors air quality, prepares clean air plans, responds <br /> to citizen complaints concerning air quality, and regulates agricultural burning. <br /> BAAQMD regulations include permit requirements, emissions limits for specific source categories, <br /> requirements for open burning, and air toxics control measures for several source categories, including <br /> stationary compression ignition engines. There are no stationary sources proposed for the Project. <br /> The BAAQMD regulates nuisance conditions in Rule 200, which states that: <br /> No person shall discharge from any non-vehicular source such quantities of air <br /> contaminants or other material which cause injury, detriment, nuisance, or annoyance to <br /> any considerable number of persons or to the public or which endanger the comfort, <br /> repose, health or safety of any such persons or the public or which cause or have a <br /> natural tendency to cause injury or damage to business or property. <br /> No other BAAQMD rules are applicable to the Project. <br /> 2017 Clean Air Plan <br /> The clean air strategy of the BAAQMD includes preparing regional air quality plans, writing and enforcing <br /> regulations concerning sources of air pollution, issuing permits and inspecting stationary sources, <br /> responding to citizen complaints, monitoring air quality and meteorological conditions, awarding grants, <br /> and assisting local governments in addressing climate change (BAAQMD 2017a). The most recent air <br /> quality plan adopted by the BAAQMD, titled Bay Area 2017 Clean Air Plan: Spare the Air, Cool the <br /> Climate (Clean Air Plan; BAAQMD 2017b), is the applicable air quality plan for projects in Alameda <br /> County. The 2017 Clean Air Plan provides an integrated, multipollutant control strategy to reduce <br /> emissions of Os, particulates, air toxics, and greenhouse gases (GHG). In addition to the regional Clean <br /> Air Plan, Alameda County has adopted a local climate action plan to reduce GHG emissions (Alameda <br /> County 2014). <br /> The BAAQMD is responsible for preparing plans to attain ambient air quality standards in the SFBAAB. <br /> The BAAQMD prepares ozone attainment plans for the national ozone standard and clean air plans for <br /> the California standard, both in coordination with the Metropolitan Transportation Commission (MTC)and <br /> the Association of Bay Area Governments (ABAG). <br /> The 2017 Clean Air Plan addresses nonattainment of the federal and state ozone standards in the <br /> SFBAAB, nonattainment of federal and state PM,o standards, and nonattainment of the state PM2.5 <br /> standard. The 2017 control strategy fulfills the state's ozone planning requirements, including all feasible <br /> measures to reduce emissions of ozone precursors (e.g., ROGs and NOx)and reduce transport of ozone <br /> and its precursors to neighboring air basins. In addition, the Clean Air Plan builds on and enhances the <br /> air district's efforts to reduce emissions of fine particulate matter and toxic air contaminants. <br /> The 2017 Clean Air Plan establishes a program of rules and regulations directed at reducing air pollutant <br /> emissions and achieving California and national air quality standards. The plan's pollutant control <br /> strategies are based on the latest scientific and technical information and planning assumptions, updated <br /> emission inventory methodologies for various source categories, and the latest population growth <br /> projections and vehicle miles traveled (VMT) projections for the region.
