Air Quality and Greenhouse Gas Technical Report Griffith Energy Storage Project <br /> 1. Reduce emissions and decrease ambient concentrations of harmful pollutants; <br /> 2. Safeguard public health by reducing exposure to air pollutants that pose the greatest health risk, <br /> with an emphasis on protecting the communities most heavily impacted by air pollution; and <br /> 3. Reduce GHG emissions to protect the climate. <br /> In addition to updating the previously prepared ozone plan, the 2017 Clean Air Plan also serves as a <br /> multipollutant plan to protect public health and the climate. In its dual role as an update to the state ozone <br /> plan and a multipollutant plan, the 2017 Clean Air Plan addresses four categories of pollutants (BAAQMD <br /> 2017b): <br /> 00 Ground-level ozone and its key precursors, ROG and NOx; <br /> 30 Particulate matter: primary PM2.5, as well as precursors to secondary PM2.5; <br /> co Air toxics (e.g., TACs); and <br /> 30 GHGs <br /> The 2017 Clean Air Plan includes local guidance for the state implementation plan (SIP), which includes <br /> the framework for air quality basins to achieve attainment of the state and federal ambient air quality <br /> standards. <br /> One of the 2050 goals of the Clean Air Plan is to develop and deploy strategies for on-site battery <br /> storage. The Project will help the BAAQMD to meet this goal. <br /> Regulations and Rules <br /> The following BAAQMD regulations and rules would be applicable to the Project: <br /> Regulation 6, Rule 6, Prohibition of Trackout: This regulation prohibits the trackout from any active exit of <br /> a large construction or disturbed surface site onto an adjacent paved public roadway or shoulder of a <br /> paved public roadway that exceeds cumulative 25 linear feet and creates fugitive dust/visible emissions <br /> without cleaning up the trackout within 4 hours of when the owner/operator identifies excessive trackout. <br /> The rule also prohibits more than 1 quart of trackout to remain on an adjacent paved public roadway or <br /> the paved shoulder of a paved public roadway at the end of any workday. This rule applies to construction <br /> sites larger than 1 acre and applies to the Project during Project construction. <br /> 2.3 REGIONAL AND LOCAL AIR QUALITY CONDITIONS <br /> 2.3.1 San Joaquin Valley Air Basin Attainment Status <br /> In an effort to protect human health and welfare, the CARB and EPA have established Ambient Air <br /> Quality Standards. Areas are considered in "attainment' if standards are met and "nonattainment' if they <br /> are not met. For ozone, nonattainment status is further classified as marginal, moderate, serious, severe, <br /> or extreme. <br /> At the federal level, the SJVAB is designated as a "extreme" non-attainment area for the 8-hour ozone <br /> standard, nonattainment for PM2.5, and a maintenance area for PM,o. At the state level, the SJVAB is <br /> designated as a "severe" non-attainment area for 1-hour ozone standard, non-attainment for the 8-hour <br /> ozone standard, and non-attainment for both the PM,o and PM2.5 standards.
