Inspection Report Comments <br />A routine quarterly inspection was conducted on August 18, 2025 and the following was <br />noted: <br /> <br />Notes: <br />1. The quarterly inspection was conducted with Operations Manager, Glenn Abrescy. <br />2. 27 CCR 21140 - Final Cover Violation cleared. Since the last inspection, Mr. Abrescy has <br />added clean soil to cover exposed waste and will continue to purchase soil to cover exposed <br />waste as needed. The graded area, along the southern fence line, has also been covered with <br />clean soil to repair the final cover. Any exposed waste that was buried will continue to be <br />covered with clean soil by Mr. Abrescy. Exposed glass on the property has also been covered <br />and no exposed glass was noted during the inspection. <br />3. 27 CCR 20750 - Site Maintenance for the burrows has been cleared. Burrows throughout <br />the property has been covered in clean soil. No burrows on the ground were observed. <br />Burrows were observed at the top of the southern most berm. Mr. Abrescy will repair burrows <br />by caving burrows in and adding clean soil on top. <br />4. Berm at entrance to back of site has had vegetation pulled and been covered with clean <br />soil. <br />5. Stockpile of concrete at the entrance of the site has been removed completely. <br />6. Per operations manager, facility is purchasing dirt (photo 22, 24, 25) and using 1 dirt pile <br />(photo 34) that they deem as clean soil to cover exposed waste around the facility. <br />7. Per operator, facility was purchasing road base (photo 4) to maintain roadways and fire <br />lanes on site. This type of road base was changed to another type (photo 7 and photo 23) <br />because it was more economical. <br />8. Purchased dirt (photo 24) appears to have had large pieces of concrete. Operator <br />demonstrated that large pieces seen in dirt is compacted dirt that just needs to be broken <br />apart to adequately spread to cover exposed waste. <br />9. Various dirt piles (page 15 and 16) that had solid waste mixed in have not been touched <br />according to operator. Operator is to remove any dirt piles with mixed solid waste from the <br />property and dispose to an appropriate facility. This only applies to above surface waste. <br />Buried waste cannot be removed as damage to the final cover may occur.
