Transfer/Processing Report <br /> Tracy Material Recovery& Transfer Facility <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> controls and design for each of the issue listed above is provided in detail in the <br /> specific sections of the Transfer/Processing Report. <br /> The TPR describes how the facility will comply with applicable local and state <br /> requirements regarding odor control measures, personnel health and safety, and <br /> sanitary facilities; the operational controls and design for each of the issues listed <br /> above is provided in detail in the specific sections of the report. <br /> Operating Standards <br /> Burning Waste and Open Burning <br /> Open burning in any manner is not proposed at the facility. Should burning waste <br /> be received at the facility, the wheeled loader or excavator shall push the material <br /> away from vehicles and tipping pad to an open area in front of the MRF, C&D <br /> Processing Area, or Composting Operations Area. These open areas are paved and <br /> burning materials will be isolated where the fire will be controlled by fire <br /> extinguishers or spraying of water. <br /> Cleaning <br /> Building floors are cleaned using dry methods, such as sweeping. Wastes are <br /> removed from corners, underneath equipment, and other out-of-the-way locations <br /> by site personnel to prevent accumulated material from interfering with the safe <br /> operation of the facility. <br /> A routine site walk by facility personnel focuses on ensuring that wind-blown litter is <br /> picked up and a clean appearance maintained. The site is surrounded by fencing <br /> that prevents litter from blowing from the facility. <br /> Container Cleaning <br /> The facility uses 10- to 40-cubic-yard roll-off boxes and 3- to 6-cubic-yard bins for <br /> temporarily storing recovered loose materials or residuals before they are <br /> processed. If necessary, boxes and bins are swept whenever emptied to prevent <br /> cross-contaminating the new material with the old. <br /> Conveyor pits, debris boxes, and bins are swept out periodically to prevent debris <br /> from accumulating. <br /> Housekeeping <br /> In addition to the litter cleanup, the facility is inspected on a regular basis by facility <br /> personnel to ensure that supplies, parts, containers, and equipment are properly <br /> stored or contained so that they do not present a hazard or nuisance. <br /> 25 <br />
