Transfer/Processing Report
Tracy Material Recovery& Transfer Facility
30703 S. MacArthur Drive, Tracy, California 95377
emergency procedures and the requirements of this Article. A record of such training
history will be maintained and made available for inspection.
Regular tailgate meetings, and monthly safety meetings, will be recorded in the
record.
Personnel will be trained in the proper use of facility equipment. Potential hazards
and safety features will be stressed. No employee will be permitted to operate
equipment until the employee has demonstrated that he or she is competent to
operate that equipment. Annual review and training ensure continued safe
operations of the facility and that compliance with regulations will occur.
Vector, Bird and Animal Control
The facility and surrounding areas will be kept clean to minimize creation of a food
source or attractive nuisance. Waste processing and storage of food sources are
done indoors and should waste materials are stored overnight on the tipping pad;
the roll down doors will be closed. If a vector problem develops on site, the operator
will devise the control measures at that time according to the scope of the problem
with approval of the LEA. It is anticipated that these control measures may be limited
to trapping and removal or other approved vector control method. An outside
contractor can be hired for vector control purposes should the on-site control not
work.
The facility has been in operation for nearly two decades without a significant vector
control problem that could not be mitigated.
Communications Equipment
Tracy will have adequate communication equipment available to site personnel to
allow quick response to emergencies. The Owner, Operations Manager and the
supervisors all have cellular telephones.
Phone and radio communication will be available at all times during operating hours
for the Owner, Operations Manager, or supervisors. There is a phone in the
administrative office.
Fire Fighting Equipment
Onsite processing buildings are designed and constructed with appropriate fire
control equipment, which may include sprinklers, fire extinguishers, or other
requirements.
The operator maintains several hydrants disbursed throughout the facility, as part
of the onsite water supply and fire suppression system, which includes a 150,000
gallon water tank (fed by onsite wells) and pressurization equipment.
