Transfer/Processing Report <br /> Tracy Materia/Recovery& Transfer Facility <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> Trucks carrying solid waste will be weighed and tipped onto the floor of the Transfer <br /> Station by commercial vehicles and self-haul vehicles. There will be signage and a <br /> spotter within the Transfer Station to direct traffic safely. Limited manual floor sorting <br /> will occur pulling out bulky wood and loads of cardboard. Wheel loaders operating <br /> in the building push the municipal solid waste into waiting transfer trailer in the <br /> loading bay below on the west side of the building. <br /> Trucks carrying green material, construction and demolition wastes, and inert debris <br /> are weighed at the truck scale(s) shown on the site plan. The green material is <br /> directed to the Compost Facility Tipping Pad to dump the load, and the C&D wastes <br /> and inert debris are directed to the C&D Operations Area and Inert Operations Area, <br /> respectively, to dump their wastes. Food material will be delivered to the MRF <br /> Building, or another onsite building, for processing and blending with green waste, <br /> or it may be transferred directly into transfer trailers separately or with green waste, <br /> or co-collected organics, for delivery to a permitted composting facility including at <br /> onsite operations. <br /> Visual Screening <br /> The driveway and entrance areas to the facility are the only ground level areas <br /> visible to passersby. A daily (at minimum) site walk by facility personnel focuses on <br /> ensuring that the entry and driveway are free of debris and a clean appearance <br /> maintained. <br /> There is slatted chain link fencing surrounding accessible portions of the site to <br /> screen the operation from the view of the public on the adjacent streets. A <br /> landscaped setback area consisting of living plant materials—a mix of shrubbery, <br /> turf, and trees is utilized to screen the facility. <br /> There are no scenic vistas or scenic highways visible from the project site; nor is <br /> the facility visible from any nearby scenic vista or scenic highway. <br /> Water Supply <br /> Water is provided from private onsite wells. The project will not result in a significant <br /> impact on utility services. Bottled or tap water located in the administrative <br /> office/maintenance building and MRF building may be supplied to the employees; <br /> coolers or individual bottles of water may be maintained at employee break areas <br /> during operations. <br /> Employee restroom facilities are available in the MRF building, at the <br /> maintenance/office building. The operator will maintain all sanitary and hand- <br /> washing facilities, which may be required by applicable state or local requirements, <br /> in a reasonably clean and adequately supplied condition. <br /> 41 <br />
