Transfer/Processing Report <br /> Tracy Material Recovery& Transfer Facility <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> processing operations, and the waste collection trucks using the facility are <br /> equipped with lights for nighttime operation. <br /> A standby power generator may be rented from local rental companies for other <br /> onsite operations during an extended power loss, if necessary. <br /> Site Security <br /> The Facility has been designed to discourage unauthorized access by persons and <br /> vehicles through the use of perimeter fencing along S. MacArthur Drive. Currently, <br /> the site is fenced with a 6-foot chain link fence with locking gates around the frontage <br /> of the site. Along S. MacArthur Drive, the fence is slatted to screen views of the <br /> interior of the site. <br /> The site has existing night lighting, primarily for site security, consisting of downward <br /> directed lights mounted on building exteriors or poles located in the adjacent <br /> operations areas. <br /> Site Attendant <br /> The Facility is open to the general public. There will be a scale house attendant <br /> present during commercial receiving hours (from 4:00 a.m. to 6:00 p.m.), Monday <br /> through Sunday, when the facility is open. During operational hours, Monday <br /> through Sunday, there will either be the Owner, Operations Manager or a supervisor <br /> available. <br /> Traffic Control <br /> Primary routes of delivery to the site include: MacArthur Drive, Linne Road, Corral <br /> Hollow Road, and Tracy Boulevard. Regional access to the facility is provided by <br /> Highways 5 and 580. There are no schools, hospitals, or essential public facilities <br /> between Linne Rd. and the site on South MacArthur Drive. Entrance gates are <br /> closed and locked when the facility is not operating. <br /> Trucks with full loads enter the site from South MacArthur Drive and proceed to the <br /> truck scale(s) alongside the scale house. After being weighed, trucks hauling <br /> commercial and residential recyclables are directed to the Material Recovery Facility <br /> tipping area where a spotter backs them in to dump their materials. Trucks carrying <br /> municipal solid wastes are directed to the Transfer Station tipping area where a <br /> spotter directs them to dump their wastes. Transfer trucks hauling solid waste to be <br /> transferred off-site enter under the loading bays (located at the southeast corner of <br /> the MRF building) via a ramp beginning at the west side of the site and proceeding <br /> along the south side of the building. The trucks then exit from the loading bay via a <br /> ramp located to the east of the MRF building and directly onto the main access road, <br /> proceeding across the outbound scale(s) and exiting onto South Macarthur Drive <br /> through the main gate. <br /> 40 <br />
