x 21190 - Postclosure Land Use <br /> Comments: 21908 S Manteca Rd., Manteca CA—Owner Jagroop Singh: <br /> Containers of hazardous waste observed on the northern and northeastern portion of the property. An ice cooler <br /> that contained used oil was in front of the metal shop. <br /> a. Remove and dispose of the hazardous waste at an approved disposal facility. <br /> b. Storage of hazardous waste is not permitted. <br /> 21800 S Manteca Rd., Manteca CA—Owner Dennis & Helen De Kidos: <br /> There is an unpermitted storage structure located at the entrance of the property and four unpermitted cargo <br /> containers on site. Four recreational vehicles observed on the property. Per operator, two of the recreational <br /> vehicles are occupied. There are also various types of animals housed at the northeast corner that are disturbing <br /> the cover. This is an ongoing issue—continuation of violation. A focused inspection will be conducted within 45 <br /> days. <br /> a. Property owner is to work with Code Enforcement for compliance with the unpermitted structure and cargo <br /> containers. <br /> b. Residing on the disposal site is not an approved postclosure land use. Operator is to cease residency on the <br /> disposal site. <br /> c. Relocate animals off the site and cover disturbed areas of the site with clean soil. <br /> x 20530 - Site Security <br /> Comments: 21908 S. Manteca Rd., Manteca CA—Owner Jagroop Singh: <br /> A large section of the east perimeter fence is damaged. This is an ongoing issue—continuation of violation. A <br /> focused inspection will be conducted within 45 days. <br /> a. Repair the fence to prevent unauthorized access. <br /> 21800 S Manteca Rd., Manteca CA—Owner Dennis & Helen De Kidos: <br /> 1. An occupant of the dumpsite cut out a portion of the southern fence. This is an ongoing issue—continuation of <br /> violation. A focused inspection will be conducted within 45 days. <br /> a. Repair the fence to prevent unauthorized access. <br /> Inspection Report Comments: <br /> Notes: <br /> 21908 S. Manteca Rd., Manteca CA—Owner Jagroop Singh: <br /> 1. There is slow progress of the clean-up of the site, but there are some improvements. A focused inspection will be <br /> conducted within 45 days, if no improvement is noticed then further enforcement will occur. <br /> 2. The front gate to the facility was closed to prevent unauthorized access. <br /> 3. Maintain vegetation to a minimum to prevent fires. <br /> 21800 S. Manteca Rd., Manteca CA—Owner Dennis & Helen De Kidos: <br /> 1. EHD was informed by Timothy Rykens, nephew of the De Kidos, that the former owners are deceased. Mr. Rykens will <br /> manage the property and aide in the clean up process. He plans to obtain ownership in the future. The legal ownership of <br /> the property of date is Helen De Kidos <br /> 2. The quarterly inspection was conducted with Mr. Rykens, Jose Zacarias (Code Enforcement) and Erick White (Code <br /> Enforcement). <br /> 3. There has been no changes since the last inspection. A focused inspection will be conducted within 45 days, if no <br /> improvement is noticed then further enforcement will occur. <br /> 4. Site is not accessible due to locked perimeter gate and fencing. Future inspections will be scheduled with the Mr. <br /> Rykens. <br /> 5.
