Site Investigation Report — Trench 29 Area <br />FORMER PILKINGTON NORTH AMERICA — LATHROP FACILITY <br />500 East Louise Avenue, Lathrop, California <br />1.0. INTRODUCTION <br />At the request of the current property owners, ASP/RWM Properties LLC, R&B Louise <br />LLC, and R&B Delta LLC, AdvancedGeo, Inc. (AGI) has prepared this Site Investigation <br />Report — Trench 29 Area for the property located at 500 East Louise Avenue, Lathrop, <br />California (herein referred to as subject property, site, or Parcel A). The scope of work <br />included the advancement of fifteen (15) soil borings to determine whether buried wastes <br />are present in the location of T-29 and to identify and define the waste if necessary. Only <br />pieces of trace glass cullet were observed during the investigation. Soil samples were <br />collected beneath the pieces of trace glass cullet when observed in the borings during <br />drilling. <br />Field work was performed as outlined in the AGI -prepared Site Investigation Work Plan — <br />Trench 29 Area (Work Plan), dated 07 June 2022. The work plans was approved by <br />Central Valley Regional Water Quality Control Board (CVRWQCB) letter, dated <br />09 January 2023 (Appendix A). The location of the site is illustrated in Figure 1; soil boring <br />locations and the T-29 area are illustrated in Figure 2; and historical trench locations are <br />depicted in Figure 3. An Investigation Trenching Log summarizing details and information <br />from the 2017 trenching investigation is provided in Appendix B. <br />Extensive background information on the former Pilkington North America, Inc. Lathrop <br />Facility Parcels A and B (Former PNA Facility) were provided in the Clean Closure Plan <br />dated 20 June 2018, Site Assessment Summary Report — Final dated 21 June 2018, and <br />Addendum to the Request for Exemption to Implement Construction Controls dated <br />12 July 2018. <br />2.0. BACKGROUND AND SITE INFORMATION <br />Based on previous investigations and site history, the current property owner and AGI <br />seriously questioned whether there was adequate data or information to suspect the <br />presence of buried wastes or waste pits in the location of T-29. The area at and <br />surrounding T-29 has been surfaced with asphalt and developed into a parking lot. Based <br />on the industrial use of the property and the surface cap at T-29, it would appear the work <br />was directed out of an abundance of caution. However, the property owner was willing to <br />perform the investigation to satisfy the concerns of the CVRWQCB and the San Joaquin <br />County Environmental Health Department (EHD). <br />The subject property (Parcel A) has a physical address of 500 East Louise Avenue, <br />Lathrop, California, and is located on the south side of East Louise Avenue approximately <br />400 feet east of the intersection of East Louise Avenue and Harlan Road. The property <br />includes one parcel totaling approximately 59.44 acres (APN: 198-120-120) and is <br />located within an industrial area of the city of Lathrop, San Joaquin County, California. <br />
