23 May 2023 <br />Project No. 14-3154 <br />Page 2 of 7 <br />AdvancedGeo <br />An Employee- Owned Company <br />The Former PNA Facility includes a large warehouse structure formerly utilized for <br />manufacturing glass, two smaller stand-alone warehouse structures, and asphalt parking <br />areas. <br />In the early 1960s, the Former PNA Facility was constructed at the subject property. A <br />vast majority of the waste glass formerly stored at Parcel A and Parcel B (17100 Murphy <br />Parkway) was removed during the facility's operation and disposed of off-site. In 1993, <br />the Former PNA Facility was issued Solid Waste Information System (SWIS) number 39 - <br />CR -0022 and assigned to the LEA at the EHD. SWIS number 39 -CR -0022 was assigned <br />to the disposal area (disposal site) determined at that time to be portions of parcels 198- <br />120-08 (500 East Louise Ave; now parcel 198-120-120) and 198-120-09 (17100 Murphy <br />Parkway), located south of the existing railway and fenced perimeter of the PNA facility. <br />The area of SWIS 39 -CR -0022 was eventually expanded to include the neighboring San <br />Joaquin Cogeneration property to the west (APN 198-120-05; 17200 Murphy Parkway). <br />Based on EHD and CVRWQCB conclusions, they determined that SWIS 39 -CR -0022 <br />includes two suspected disposal areas in the southwest corner of Parcel A: (1) an area <br />located in the southwest corner of the parcel in the proximity of T-29; and (2) the area <br />located on the southern border of the parcel where Waste Unit 1 (WU1) has been <br />identified to extend onto Parcel A. The current property owner disputes the conclusion <br />that the area in the proximity to T-29 is a suspected disposal area. The preliminary data <br />does not support this conclusion and the suspected disposal area identified by the SWIS <br />designation was to the south of the existing railway and the fenced southern property <br />boundary of the PNA facility; T-29 is to the north of both of those site features. <br />Historically, small pieces of glass cullet were gathered and stored on concrete pads in <br />areas north of the railway and fenced southern boundary pending recycling. Glass was <br />only stored and managed north of the railway, no disposal areas have been encountered <br />north of the railway, including during this investigation. <br />The scope of work included investigating only the southwest corner of the parcel in <br />proximity to T-29. In late 2017, the southwest corner of the subject property, in the location <br />of T-29, was graded, surfaced with asphalt, and developed into a parking area. At that <br />time, no evidence of waste or any waste pits were observed by the property owner in this <br />location. On 24 November 2017, the property owner took photographs of the southwest <br />corner/T-29 area after grading but before surfacing. There is no evidence of waste in the <br />photographs. The photographs are presented in Appendix C. <br />3.0. SOIL PROBE BORING ADVANCEMENT <br />On 30 March 2023, AGI advanced a total of fifteen soil borings (T29131 through T291315) <br />at the site under San Joaquin County EHD boring permit (Appendix D). Borings T29131 <br />through T291315 were advanced in and around the former location of trench T-29 <br />(Figure 3). Borings T29131 and T29132 were advanced to 11 feet below surface grade <br />(bsg) and the remaining borings were advanced to 10 feet bsg utilizing a Geoprobe <br />
