Owner -San Joaquin Cogen, LLC et al: <br />Litter was observed on the west side, outside of the perimeter fencing. Continuation of <br />area of concern moved to a violation. <br />a. Litter shall be controlled, routinely collected and disposed of property. Windblown <br />materials shall be controlled to prevent injury to the public and personnel.
