Work Plan – Mitigation of Trash and Debris from Private Property Site <br />Private Property – 19133 East Liberty Road, Clements, California August 31, 2022 <br />Project No. 21-899 <br /> <br />1 <br /> <br />1.0 INTRODUCTION <br /> <br />This Work Plan discusses the mitigation actions that are considered necessary for the <br />removal of trash and construction/demolition debris described in the Site Characterization <br />Report (Sharp Environmental, 2021). Specifically this Work Plan describes the <br />procedures for the excavation, screening, stockpiling, loading, transportation and disposal <br />of trash and debris at the Private Property located at 19133 East Liberty Road, Clements, <br />California (the Site). This Work Plan was prepared in response to comments from the <br />San Joaquin County Environmental Health Department (EHD) in their March 2, 2022 <br />inspection report (Appendix A) following their review of the Phase II Subsurface Soil <br />Investigation. The EHD noted Hayward Environmental plans to remove the site debris <br />including documentation of debris disposal. The inspection report states after the Area of <br />Concern (AC) is mitigated, the EHD will remove the AC comment on future inspection <br />reports. The intent of the work proposed in this Work Plan is to close the Site and <br />request the EHD to change the property (Mulhair Disposal Site) status as an unpermitted <br />solid waste disposal site, remove the Site from the Solid Waste Information System <br />(SWIS) database and restore the Site to an unrestricted land use scenario with a Clean <br />Closure. <br /> <br /> <br />1.1 SITE LOCATION AND BACKGROUND <br /> <br />The Site is located at 19133 East Liberty Road, Clements, California. The Site is <br />bounded on the north by residential property 19155 East Liberty Road, on the east by <br />residential properties 19199 and 19211 East Liberty Road, and on the south by East <br />Liberty Road. On the south side of Liberty Road is residential property 19412 East <br />Liberty Road. Along the western side of the property is residential property 19019 East <br />Liberty Road and undeveloped land to the west of the Site’s mid to northern west side. <br />Currently there is one residential house on the property and a groundwater well. The <br />Mokelumne River channel is approximately 3,000 feet southeast of the Site. Figure 1 <br />presents a site location map of the subject area. <br /> <br />A Phase I Environmental Site Assessment (ESA) dated July 10, 2020 and prepared by <br />Hayward Environmental Consulting indicated that the property had been previously <br />undeveloped land except for a small structure from approximately 1909 to approximately <br />1936. The current residential structure was built in the late 1970s. A permit for a <br />groundwater well was issued by the EHD in 1977 and a permit for the installation of a <br />septic sewer at the Site was issued by the EHD in 1978. Around 1993, based on aerial <br />photo review, the site was disturbed by site activities especially to the north of the <br />existing house. In the 2005 to 2016 aerial photos continued site disturbance was noted in <br />the area north of the house. The area of disturbance generally matches the outline of the <br />area with debris at the Site. The property during the time the debris appears to be placed <br />on-site occurred while Mr. Mulhair owned the property from at least 1996 to until 2017. <br />The EHD received a report from an adjacent landowner to the Site in 1996 of illegal <br />dumping at the Site and directed Mr. Mulhair to remove the debris from the Site. <br />Evidence in aerial photos indicate debris was continued to be placed on the Site since
