Work Plan – Mitigation of Trash and Debris from Private Property Site <br />Private Property – 19133 East Liberty Road, Clements, California August 31, 2022 <br />Project No. 21-899 <br /> <br />2 <br /> <br />2005 and later. The EHD received another complaint from an adjacent landowner in <br />2017 and noted during a site inspection in 2017 of debris on the Site. EHD requested the <br />debris be removed from the Site and documented where the waste and debris be disposed <br />of. <br /> <br />The EHD inspection report dated November 12, 2021 noted an on-site meeting was held <br />on July 29, 2021 to discuss future site requirements. A work plan was submitted and <br />approved by the EHD for performing a Phase II site investigation to establish waste <br />characterization of the debris. A Phase II site investigation was performed at the Site <br />from August 10 through 12, 2021 including advancing five trenches to collect soil <br />samples and document the type and extent of trash and debris in the dump portion of the <br />Site located primarily north of the residence. The area marked on Figure 2 indicates the <br />approximate limits of trash and debris to be removed as part of the proposed remedial <br />activities. The trench depths ranged from approximately four to 15 feet below ground <br />surface (bgs) with a total of fifteen soil samples collected from each of the trenches. <br />Select soil samples were analyzed for total petroleum hydrocarbons (TPH), <br />polychlorinated byphenyls (PCBs), asbestos, heavy metals and semi volatile organic <br />compounds (SVOCs). Soil in the field was also screened for volatile organic compounds <br />(VOCs) with a photo ionization detector (PID). A water well sample was collected and <br />analyzed for chemicals of concern and soil samples of stockpiled material from the <br />excavations were collected for analysis. An additional eight potholes were advanced <br />around the Site to establish the approximate contact of the undisturbed portion of the Site <br />with the debris. <br /> <br />The EHD November 12, 2021 inspection report states the majority of the debris has been <br />delineated except for a portion along the west side of the property. Laboratory analytical <br />results indicated minor concentrations of TPH as diesel and motor oil, SVOCs and heavy <br />metals. No VOCs were detected with the PID during the site characterization activities. <br />Asbestos was not detected in any of the soil samples analyzed. The laboratory data <br />indicated that minor amounts of contamination found in Site soil surrounding the debris <br />do not pose a significant environmental health risk or hazard. The well sample analytical <br />results did not indicate any chemical constituents exceeding California drinking water <br />standards, Title 22 of the California Code of Regulations (CCR) dated July 22, 2021 <br />maximum contaminant levels (MCLs). Based on the soil stockpile sample analytical <br />results, this soil was characterized either as non-Resource Conservation and Recovery <br />Act (RCRA), California-designated hazardous waste or non-hazardous waste. <br /> <br /> <br />1.2 OBJECTIVE AND SCOPE <br /> <br />The purpose of this Work Plan is to administer the removal of trash and debris from the <br />Site. The scope of work includes the excavation, loading, transportation and disposal of <br />trash and debris located in three areas within the Site. The main areas where the site <br />characterization was performed was primarily north of the residence and to a lesser extent <br />in the southeast area between the residence and East Liberty Road.
