S A N J 0 A Q I I I Irl Environmental Health Department <br /> C o u N T AMENDED <br /> 12/22/2023 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SAN JOAQUIN DELTA COLLEGE DIST 5151 PACIFIC AVE, STOCKTON November 27, 2023 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 118 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The business operator could not provide all hazardous waste disposal records for the past three <br /> years during the inspection for the oily liquid (waste code 223)that is pumped out of tanks and disposed of by <br /> Heritage-Crystal Clean, LLC. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years from 12/5/2020-12/5/2023 for <br /> the wastes described above and a corrective action statement to the EHD within 30 days. <br /> This is a Class II violation. <br /> 202 HSC 25189.5(a)Disposed or caused disposal of hazardous waste at an unauthorized point. <br /> OBSERVATION: In the facility maintenance shop, a floor drain where the maintenance takes place was observed <br /> with a dark oily liquid going into it. A dark oily liquid was observed inside the drain. Next to the drain were oily <br /> stained absorbent pads and dark staining on the ground. Another drain was also observed in the same shop with <br /> heavy staining around it and on top of the drain. Director of Facilities Planning and Management Stacy Pinola was <br /> not sure where the drains flowed to. <br /> REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the <br /> disposal is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any <br /> point which is not authorized according to this chapter. Hazardous wastes shall be disposed of only by <br /> transportation to a permitted hazardous waste treatment, storage, and disposal facility(TSDF)or other authorized <br /> point. <br /> CORRECTIVE ACTION: Immediately cease disposal of the oily liquid in the maintenance shop, clean the drains, all <br /> connected contaminated piping, and the ground, and provide disposal records for the cleanup. In addition, provide <br /> drawings on where the pipes flow to.
